This level area will include 6 inch high concrete curbs on the east and west ends, a 27 lineal foot, 16 foot high, 8 inch wide reinforced concrete block wall on the south side and a 5' x 3.5' x 1' deep pit centered at the south side. This dock area will be used for storage of two bulk sulfuric tanks. All construction per the approved plans. JCM

Another revised plan set was reviewed on site at this visit and discussed with Paul Marcolina and several facilities engineers. The plans did not show sufficient information to demonstrate an adequate containment method. There were also some differences of opinion on the information shown on the topographical drainage map. The facility engineers agreed to verify the information shown and revise plans to include important missing elements and correct any inaccurate information. The proposed containment method is a complex system of existing sloped, paved roadway areas, underground storm drainpipes of 8" and 4" diameter, and an open intermediate containment vessel designed to direct a spill of limited flow rate into an existing Hazardous Material Containment vault, which encloses two existing storage tanks. A potential spill rate in excess of the flow rate capacity of any element of the proposed drainage system could cause the system to back up and it appears the backup could expose adjoining buildings, according to the topographical site map provided. The engineers agreed to investigate additional elements such as overflow drains which were believed to exist (not shown on plans) which possibly could prevent exposing adjoining buildings. I suggested a simpler solution, which would be reliable under any spill rate condition, would be to enclose the two new tanks with containment walls of sufficient height to contain the required single-tank spill and 24-hour rainfall volume (ref IFC 2704.2.2.4).

Additional plans relating to secondary containment and calculations of volume of 24-hr rainfall runnoff provided and discussed with Bobby Smith during this on-site visit. Plans show runoff piped from dock into a collection tank which is closed until analzed, then manually diverted into storm water or a haz mat holding pond. The calculations were based on the Haz Mat holding volume; the intermediate collection tank size was not shown and per Bobbie is only about 700 gallons; too small to hold the contents of a single tank (1500 gal) plus 24-hr rainfall. She will go back to the engineers and revise the design.

Agreed we would consider an early start request to begin work on the dock prior to receiving approved plans if they wated to submit a request. We reviewed the timeline of requested information and the information emailed at 5:14pm on 7/3/ which is still not complete or clear; heldo to discuss with me on 7/10. Paul will revise plans to show necessary information to verify compliance with all requirements of IFC 2704.2.2.4, .5, and .6. Will review during our site visit tomorrow if revised plans are ready.

Telcon with Bobbie Smith to discuss the items needed for review of this permit. She was not aware of the limited information that had been submitted to us. She will provide additional documentation requested in my email to Paul, including showing this will be two, 7500 sulfuric acid tanks, a HAZ Mat inventory/classification (which will show this will exceed MAQ's for corrosives), a plan of the existing facility secondary retention system and additional plans showing how the proposed curbing and retention basin on the new platform will connect into the existing secondary containment system, which she indicated will be used for the new tanks, and any other information relative to the Code requirements, necessary for us to verify compliance.
