Sam,
I'm writing you this email in the hopes that you can give some
clarification of when smoke and heat vents are needed. A tenant in one
of the buildings we manage, Centennial Plastics, has been informed that
they need to install smoke and heat vents in their space to meet current
code. I have been asked by the owner to get the vents installed for the
tenant to satisfy the City of Boise. While researching the issue I came
up with a few questions that I need some help answering. The questions
are as follows:
* It is my understanding that smoke and heat vents are required
when the racking in the space exceeds 12'-0" in height. Centennial
Plastics is only looking to install 10' racks because they only have a
3-year lease and don't want to install larger racks. Is this correct?

*** Sam's ANSWER: No, that is incorrect. The smoke and heat vents are required by IFC table 2306.2 for high piled storage. See definition of "High piled combustible storage", under IFC section 2302, which includes "...high-hazard commodities, such as ... Group A plastics greater than 6 feet in height...".

* Is plastic pipe considered a high hazard material?

***SAM's ANSWER: This pipe is. Mr. Peter Konen, President. stated in his December 3, 2007 letter addressed "to whom it may concern", that "The product to be stored in this warehouse is Polyethylene Plastic Pipe. This is product will be solid piled storage of Class A plastic product to a maximum height as determined by the local jurisdiction, but typically to a maximum of 10 feet high." The MSDS which he included also indicates the pipe is polyethylene plastic.
Refer to IFC 2303.7.1 which defines Class A plastics and includes Polyethylene under the list of examples.
IFC section 2303.6 defines "High-hazard commodities" and includes Group A plastics.
Also, refer to IFC section 2302, which defines "High piled combustible storage", under which is stated "...high-hazard commodities, such as ... Group A plastics ... greater than 6 feet in height...".
So, in summary, a) the pipe is polyethylene, which is classified as a Group A plastic, b) Group A plastic is a High-hazard commodity; c) a High hazard commodity is considered "high piled" when it exceeds a height of 6 feet. Therefore we follow the High Hazard section of Table 2306.2 for the requirements. Since the warehouse is over 2501 sf, smoke and heat vents are required to be installed in accordance with IFC 910, but draft curtains are not required. Table 910.3 indicates a vent ratio of 1:50 (vent area to floor area) and vents are to be spaced at not more than a maximum of 100 feet, measured center to center of the vents. Vents are to be automatic and manual (910.3.1)
Please note that a Building permit is required for the installation of roof vents. The building permit application should include plans stamped by an architect.

Fire protection design is acceptable for palletized storage to 6 ft high. Sprinkler design is adequate for 10' maximum storage height of palletized, exposed, Class A plastics, however the building lacks smoke and heat venting per IFC Table 2306.2 & 2706.7. Per discussion with D. Hanneman storage shall not exceed 6' until smoke/heat vents are installed in accordance with IFC Table 2306.2 & 2306.7. I called Joe Copperi and advised him, 12/7/07, 4:40 pm and okayed them to begin unloading trucks which will arrive at 8:00 am Monday, pending satisfactory fire and building inspections to be conducted later that day, subject to piles not to exceed 6' in height. He will discuss the smoke and heat vent requirement with Peter Konen, (Pres) and the building owner.

I called Peter Konen, Pres (###-####) to discuss his letter indicating a typical storage height of 10; local manager told Dave Hanneman he would limit storage to 5'. The 5' limit is not satisfactory for the long term for their needs. I agreed to investigate/determin the existing sprinkler design density and if it is adequate for 10' storage, I'll discuss the smoke vent requirement further with the fire marshal to see if that could be deferred at least for some time period. I'll call Mr Konen back when that has been accomplished.
