(NORTHWEST TECHNOLOGIES INC) (CUP06-00014) These buildings are NOT fire sprinklered. To convert a single family dwelling to an office building and to construct a 580 square foot addition. After the addition, this building will have a total floor area of about 2,962 square feet. Work is to include 2 restrooms accessible to the disabled, brick veneer, exterior windows, exterior doors, interior nonbearing walls, interior doors, millwork, and finishes. The new addition includes concrete footings, concrete foundations, wood floor, wood exterior walls, exterior brick veneer, exterior plaster, glass block masonry, wood trusses, wood roof deck, and asphalt shingles. A 922 square foot garage/shop building will also be constructed under this permit. Work is to include concrete footings, concrete foundations, concrete slab on grade, wood exterior walls, wood trusses, wood roof sheathing, and asphalt shingles. A structural concrete slab will be placed over an existing concrete well vault. The work is required to comply with the approved drawings, with the plan review report, and with all applicable codes and ordinances. **CJW**

As you requested, I spoke with Sam Rogers of Boise City Fire Review regarding the storm drain size for the south portion of the site that contains the fire department turnaround. I am also copying him on this message. I stated that the storm drain system receiving water from this area should have enough capacity to handle the stormwater runoff, even after the turnaround is paved. The runoff coefficient used in this area is conservative enough to be representative of both asphalt and gravel when
compared to the rest of the undeveloped portion in this drainage area. Per Sam's request, I left a detailed voicemail message with Jim Wiley of Public Works that states the same thing.
In talking to Sam, it is my understanding that the City is requiring the turnaround to be paved as shown on the architectural plans.

I met with PW's, Jim Wiley. He's not sure how the civil plans became separated from the building plans, but he determined the runoff/drainage bed was sized based on a runoff coefficient for gravel, and indicated the engineer would need to provide confirmation that the bed design is adequate for a paved runoff surface or submit plans to modify the bed. I subsequently relayed this information to the architect and then to the engineer, Lance Warnick, TV Engineers. Lance indicated he oversized the bed so it would be large enough in the event they decided to pave the roadway, so it will not need to be rebuilt. He agreed to contact Jim Willey to discuss what documentation public works will need for their approval of the change to pavement.

Received call from Dave Holman, owner NW industries, ###-####. He is ready to lay pavement tomorrow morning. I confirmed that would be satisfactory to PDS/Fire to pave the roadway to meet our requirements, based on the telephone confirmation I had from the Engineer, Lance Warnick, who indicated that the pavement will not create a need to redesign the runoff retention bed. However, I told him that the engineer still needs to submit proper verification to Public Works to get their approval of the modification (paved surface).

Met with Mark Senteno, Fire Marshal, to see if we will allow a time frame for paving. We called a large asphalt contractor who indicated they are still laying asphalt and will continue doing so until overnight temps are in the 20's consecutively for several nights. Work is slow now, so they can do jobs quickly at this time and they have asphalt supplies in stock. Therefore, we expect the paving work to be completed at this time, as shown on the approved Building plans, rather than waiting until Spring.
I also checked with Terry Records, PW's, who found the Civil plans on OnBase showing that Bryan M had reviewed and approved the Civil plans 5/13/08 for Drainage, with a gravel surface shown on the civil plans. Apparently all civil plans were removed from the building plan sets and issued by PW's separately, as they were not routed on to the Building dept for approval.

Telcon from Dave Holman, contractor (###-####). He has approved Civil plans showing the FD turnaround extension without a paved surface. He showed those plans to our fire inspector, Troy Cobbley who also called me for approval to fail the inspection for the lack of paving. He can't get it paved in time for opening on Dec 5, and needs an extension. Since it appeared it was our oversight, I agreed we would work out a reasonable timeframe with him and I would discuss it with our Fire Marshal after the Thanksgiving holiday and get back in touch with him with the Fire Marshal's decision. (11/28/08- I subsequently pulled our copy of the issued plan set and found that the extension is clearly noted on sheet A1.0 "to be paved per FD requirements" and we do not have any Civil drawings in the BLD plan set. I advised Mark Senteno by phone message to contact me to discuss.
