(See comments). There will be 20 l.f. of concrete footing and foundation placed with all hand excavation that allows for an ESC plan waiver. A letter from the applicant's geotechnical engineer indicating that the footing sub-grade is acceptable must be approved by Public Works prior to scheduling a footing inspection.
