(HAWTHORNE ELEMENTARY) Remove the existing asphalt roofing system down to the roof sheathing and replace with a metal roof covering system. Add blocking between the overbuild trusses added in the late 1980's above the GLB supporting those trusses. Plan scope of work modified 12/11/12 - Concrete collars originally indicated to be installed at grade around the existing concrete columns, as shown on deleted original Sheet A3.5, have been deleted from scope of work due to lack of funding and review and written statements from Arch & Eng that they were voluntary upgrade and not required upgrade (copy attached). All materials, connections, bracing and re-roof materials as indicated on the reviewed plans. All work shall be done per approved plans and product manufactures detailed installation instructions.Contractor to have a copy of the manufacture’s installation instructions at the job site, for review by and too aide project inspection and approval by the Boise City Structural Building Inspector. drs

I called Jan Welch, Stapley Engineers, the third party structural plan review firm for this project to discuss the removal of the concrete collars from the columns. Jan said she would review her records and call me back.

Jan called and left a message. The engineering reviewed was based on the scope of work proposed as a voluntary seismic upgrade to improve load paths and connections for load paths. the column analysis for stress and the upgrade connection details would be needed to be completed. The concrete collars would have improved the ductility and resistance to overturning at the columns but as this was voluntary and the current codes did not require this improvement the collars would not be required and they could be installed at a latter date if the Boise School District wanted to make or add that scope to a future permit.
Robert Peters, Design Structural Engineer, also recommended in his letter that the concrete collars be considered as an improvement when funds became available (see letter attached).

Received call from Greg Bush, LKV Architect, wanting to delete the addition of reinforced concrete collars around existing collumns as shown originally on Sheet A3.5 of reviewed plans. I told Greg I would need a letter from the project engineer, Robert Peters, stating thate the removal of this scope of work would not effect the voluntary seismic upgrade oroginally proposed in engineering calcs with details on sheet A3.5.

Called from Greg Bush, LKV Architect, indicating he would talk with his structural engineer for project and I told him of call out for concrete collars on engineering calcs and Sheet A3.5. I told him we may need resubmittals indicating proposed changes to engineering calc call-out and Sheet A3.5. I would let him know once I heard from Robert Peters Engineer of record.

Called by Robert Peters, project structural design engineer. We reviewed the call out for the concrete collars in the design calcs and the Sheet A3.5 details that show collars per the engineering. Mr. Peters said he would go back and review his calcs and provide me with a letter indicating the collar installation was a voluntary requirement that would not change the original intent of the voluntary seismic upgrade to provide load paths and load path improvements found to be lacking in the original construction documents (1980's plans). the concrete collars were voluntary and not required as a condition of the re-roof project. The collars would have added to the columns ability to reist lateral overturning and ther for had been added as a possible add alternate if there were sufficient funds. When plans were submitted and reviewed there appeared to be enough monies, but that was not the case.

The estimated cost under BLD12-01724 had been $380,000.00 dollars. The roofing & upgrade permit, BLD12-02462, had been issued based on an initial value of $495,000.00.

Call from Greg Bush saying he had been called by the engineer and would be getting the letter and ask what to do next. I told him to send the engineers letter to be and accompany it with a letter from him and LKV Arch concerning the proposals and stating that Sheet A3.5 was to be voided and removed from the plans.
Greg said I wouls have the letters by late afternoon.

Call from Greg bush, LKV Architect, saying he needed to pick up the permit for this project and asking what to do. I told him the permit has been at the permit desk ready for pick up so he just needed to find out fee's due and come pick up permit. I transfered him to the permit desk to find out fee's.

Rita DeYoung contacted me saying that the Boise School District project manager had called her concerning the permit to be picked up and indicated there should not be any ESC fee's because the installation of the concrete collars shown on Sheet A3.5 of reviewed plans had not been done and was not going to be done. Rita came to ask me if this scope of work indicating the installation of the concrete collars could be deleted from project. I indicated that the collars had been called for in the design engineering calcs and had been part of the plans and calcs reviewed and approved by our third party structural engineering plan reviewer and detailed on the plans. I would need to contact parties involved to discuss consequences of deleting work if any.
Rita had also found that a roofing contractor had applied for a roofing permit, BLD12-02462, on line to install the new metal roof and the seismic upgrade bracing that were part of this permit, BLD12-01724, so the separate roofing permit would not have been required.
The plan review had been performed on ePlanReview and the final approved plans had gone back to the architect for creation of final drawings but the permit had not been paid for and picked up. Copy of approved plans had been issued to the job site but the permit not picked so the plans should not have been given to the contractor.
Two inspections, based on approved plans issued from architectural firm before the correct permit was issued, had been performed under the roofing permit and they will be transfered to BLD12-01724. There is discussion about cancelling the roofing permit and adding everything under the correct permit for this project, BLD12-01724, then issuing the permit.

Talked with Bob Howard, BRS Architects concerning the location of structural plan review comments in e-plan review. We discussed the design information needed. Bob ask if the school district decided not to pursue the voluntary structural seizmic upgrade, what he should do. This permit would be used by the permit desk personel to issue an over the counter roof covering and the language of this permit changed to reflect new scope of work.
