(TREASURE VALLEY INSTITUTE FOR CHILDRENS ARTS)(TRICA) To remodel a 530 sq. ft. (460 sq. ft. office / 70 sq. ft. accessible restroom) area within an existing 4,886 sq. ft. main floor building (does not include lower and upper floor levels). Work includes select interior demolition within future office area; modify existing exit door, hardware, landings, stairs, guard and handrails that serve as the access egress for the proposed office area directly, for compliance with current code; add insulation to interior and exterior walls of office and restroom area; electrical & plumbing upgrades for specified areas and interior Class 'C' finishes or better. This scope of work is very limited in area to occupancy of the office and supporting restroom. When finaled, a temporary occupancy with specific, limitations to be based on the yet to be defined requirements of future Phase II scope of work, which will address all structural issues and occupancy use issues for proposed occupancy use and occupant loads. The occupancy and use of the office & restroom scope of this permit is denied until such time as a letter from the structural engineer of record is provided stating the structural safety of the building is satisfactory for the office and restroom to be occupied and any specific limitations based on the proposed use. A letter from the responsible structural engineer stating the safety and limits of occupancy is to be provided and approved by the Building Official before any occupancy will be allowed. drs

Sent an Email to Jon Swarthout explaining that he can request up to 2 extensions before the permit expires. If he does not respond by July 26, 2013, the permit will be expired. The work proposed under this permit can then be done under the future structural upgrade permit for lateral loads.

Talked to Richard Honsinger, Architect. He said that they have a structural upgrade for lateral forces almost ready to be submitted. The submission is delayed because of funding. The work proposed under this permit could be included in the future structural upgrade permit.

Sent e-mail to Richard Honsinger, Erstad Architects, concerning the letter of 11/28/12 from AHJ Engineers and reference to the 1997 UBC Abatement of Dangerous Buildings, Sec. 302 - Dangerous Building, conditions 4 and 16 appear to be applicable to this building in regards to engineers letter & concerns for structures ability to meet requirements for wind and seismic loads and as a dangerous building should not be occupied until engineering concerns have been adequately resolved.
Also sent copy to jason Blais, Building Official.

Received letter from Craig Brasher, AHJ, describing his method of evaluation of structure and indicated the building is capable of resisting gravity loads at this time for use as an office. ASCE 31-03 was used to evaluate seimic and wind load capabilities for an existing building and determined that AHJ "cannot say that the building is capable of resisting the required wind and seismic loads." I reviewed the letter with Jason Blais, Building Official. Jason gave me a copy of the Sec. 302 - definitions of a Dangerous Building based on the 1997 UBC Abatement of Dangerous Building Code currently adopted by Boise. Sec. 302 - Dangerous Building, conditions #4 and #16 would appear to be applicable to this building based on the letter from the engineering firm and occupancy & use cannot be allowed.
A copy of the engineering letter was copied to Richard Honsinger, project architect.

The roof structure upgrade of the west half of the building, BLD12- has been finaled. I talked with Craig Brasher, AHJ Engineers to see where they were on the lateral analysis for the Trica building and if he would be willing to send us a letter indicating the building was structurally safe to occupy in this limited use for the office and the restroom. Craig reviewed concerns over the buildings capability to resist earthquake or wind loads at this time and felt he could not issue a letter indicating occupancy use would be okay. I ask him to provide a letter addressing the issues and concerns.
