Aberdeen Place Four-Plex (Lot 1, Bldg. 4) - To construct a new 4,004 sq. ft., two story, Four unit, apartment building. Each unit has two bedrooms, and two bathrooms. The 1st story units are required to be Type 'B' units. Three units share a common path of egress into and through a 1-hour rated exit corridor with 20 minute fire-resistive, listed, labeled, self-closing door assemblies from the dwelling units into the corridor. All construction per the approved plans, attached plan review report, and all other reviewing agencies approvals. One hour fire-partitions and one hour horizontal assemblies are required between dwelling units. This building is required to be fire sprinklered. 1. The City of Boise does not enforce federal regulation however, I am required to advise you of your obligation to seek or obtain necessary coverage under the NPDES Construction General Permit. Your construction projects appears to meet the definition of a common plan of development that will disturb greater than one acre. Please amend section 5 of the ESC plan to reflect the owners and operators duty to obtain NPDES coverage. We had some discussion on potentially reducing the size of your development. If you proceed with this, please submit revised plans reflecting this change.
2. The anticipated work schedule in the plans show work on all lots occurring simultaneously beginning in May and final landscaping completed in July. While speaking with you on the phone, you had indicated the projects will be phased. Please update the project schedules so they accurately depict this phasing.
3. The plan indicates that “Stockpiles will be placed on the vacant lots out of the public right of way”. Stockpiles that are a part of the construction activity must be stockpiled in the permitted area or otherwise shown on the map to include the additional disturbance in the permits.
4. The staging area, sanitary facility, and concrete washout must also be located in the permitted area or this additional area of disturbance must be included.
5. I did not receive appropriately sized plan maps for all lots. Commercial plan maps must be at least 18”x24” and I can accept 11”x17” for a single lot. I received appropriately sized plans for Lot 1/Block 1, Lot 2/Block 1, and Lot 3/Block 1. All other maps submitted were only 8.5”x11”. You may choose to eliminate the reference to a single lot by creating one map showing the entire disturbance area and associated BMPs lot and block if you choose.
The ESC narratives states that a stabilized construction entrance will be used for project vehicles and equipment to access each lot. A detail for the construction entrance must be provided and the construction entrance locations shown on the map
