The contractor was told that ground (subgrade) was to muddy and had 7" of standing water in some places witch made it unsuitable and that they are not to place any concrete until the ground has become stable and passes inspection. The footing concrete was placed on unstable muddy ground and with out inspection. Special inspection is required. A stop work order has been placed
