Permit for construction of a new accessible ramp system to the existing patio and new fence/wall around patio and ramp system approved per the plan. Mr. Dwight Winchel of Boise Samaritan Center adjusted plans to reflect that a patio cover was not part of the request for a parmit to construct a new ramp system and replace a wall around the patio. The certificate of value was also changed. The plans were accepted for entering into the review process.

Len Bianchi, Total Landscaping Concepts, project contractor, brought in a change to the plans from Roger Hartman Architect. The new submittal was to change the landings and ramp into a single straight line run instead of the double back design with intermediate landing as originally presented. Mr. Bianchi deleted and initialed the new submittals to indicate he understood that the patio shelter as shown on the plans was not allowed or permited as a part of this project. There are no structural considerations as a part of this project as there are no design loads for bearing or wind required for this type of project. Future changes to the existing facility that would allow consideration of a cover for the patio will require structural review & design by a licensed Idaho engineer.

Plans were altered as well as the original certificate of value to allow the permit to be issued for the change of the fence/wall around the patio and a new access ramp. The patio cover was removed as a part of this project based on letter on file from Bob Garrison to Boise Samaritan Center not allowing an increase in area until the existing bulding was brought into compliance with the building code. After changes were made the plans were resubmitted as a new project.

Meeting with Mr. Dennis Winchel, boise samaritan center; Bob Garrison, Bldg Dept Plan Check Div. Manager; Dan Stuart, Plans Examiner for the Boise Samaritan Center project. Explained the problems to Mr. Winchel and told him the area of the building that adjoined the patio and any construction within a specific distance of the patio that would need to be upgraded to meet code (walls, roof, openings) prior to any issuance of permit for patio cover. Mr Winchel was told that a permit could be issued for installing a new access ramp to the patio and to replace an existing deteriorated wall/fence currently existing around the patio. Mr. Winchel would need to alter plans on file and the certificate of value.

Bob Garrison went to proposed location for patio cover during the week of 2/3 thru 2/6/97 and walked through the facility. Because of the existing deficiencies for exiting, construction and area a permit was denied to the Boise Samaritian Center for installing a patio cover as would is considered as adding to the area of the facility. Bob wrote a letter to the facility directors denying the permit.
