Description
To remove burned trusses, sill plates, beams and mechanical connecting devices damaged by fire as per structural engineers evaluation & report. Install new sill plates, beams, pre-engineered trusses at 24" o.c. per attached truss engineering, with mechanical connections to match existing or per engineering if applicable. Brace trusses per structural engineers design & evaluation for seismic & wind loading. To install new plywood sheathing, with "panel span rating", 32/16 or equivalent rating, on each sheet of plywood. To install a Class "C" or better, Fire -Retardant Treated Red Cedar Shake roof covering, each bundle of shakes labeled & listed by a manufacture in UL Roofing Directory, pages 1-5, 1998 Listings, or accepted equal, do to proximity to East property line. Verify that East wall is of one-hour construction extending to a height of 30 inches above the slope of the roof to form a parapet per sec. 709.4, 1994 UBC. All fasteners to be equal or greater to original noted on 1992 car wash addition plans (copy attached). Check for nailing schedule. After discussion with the Structural Engineer, Dave Jakovac, a final field review of his design / repair requirements is needed as a condition of the final inspection with a written copy of his findings to be provided to the structural inspector at the time he is called to the site for his final inspection. A Certificate of Occupancy is required for this project. drs

Call from Dave Jakovack of FDJ Engineering & Construction concerning his review of the existing facility and what I needed in the way of a report. I said I needed his evaluation of the structure in relation to ability to carry loads that would be imposed by the rebuild and what needed to be replaced or manner of repair to structural beams, walls and connections thereto to compensate for the fire damage. He asked me concerning seismic loading and that he had not received the truss design yet for his review. I told him I had copies of the pre-engineered truss and the description provided by the contractor, Kenny Kuehl, of the replacement materials and that I could fax him that information. He also stated that he felt the lateral bracing was not adequately addressed and would submit the requirements for the trusses and would need to do a field verification inspection as a condition of his design review and approval before the city structural inspector would do a final inspection. I told him if that was a condition of his report to the building department it was noted in the permit that all requirements of the structural engineers review and report required compliance as a condition of final inspection and approval by this department. He wondered if the contractor could start the project befor I received the full report. I told him to submit a signed letter on hids company letterhead with his stamp on same that he had reviewed the project and that he felt comfortable with the contractor proceeding based on his description and approval while the formal report was being prepared. I told him I would need final instruction for lateral bracing, connections, bearing, etc., prior to the inspector doing a framing inspection so the requirements could be verified. As long as we work together and get everything handled before the car wash open up for business again and has a Certificate of Occupancy prior to opening we will allow the permit to be issued for the work.

Met with Kenny Kuehl to discuss the scope of the project. Gave him an application to fill out and ask him to provide a copy of the structural engineering evaluation on the damage caused by the fire - what has to be removed and what is okay to reuse.

04/24/98 Received copy of plans on file from Kenny Kuehl, contractor with list of work that is proposed. The roof structure has been burned off of the car wash as a result of a car that was on fire being driven into the car wash bay in an attempt to put out the fire. I told Mr. Kuehl that I would need a structural engineers report on the current structural status of the building before a permit could be issued for the repairs. I would also need an application filled out. Mr. Kuehl said he would give the information to Max Miller, his project forman to gather the information and submit for permit. 04/27/98 Called Max Miller to check status of needed information. Left message on voice mail to call me. 04/28/98 Called Max Miller 7 A.M. Max said that the structural engineer needed to evaluate the connections for the beams before he could complete his report. Max was going to the site this morning to expose the connections and review with engineer. Max thought the office clerk had the application form and he would get it filled out to return, probably this P.M. Waiting for Certificate of Value.
