Met with Gregg Ostow, Facility Architect for St. Luke's, to review resubmittals and review with him the need to control occupancy of the roof play area and to clarify that this is required because of a single exit and the review of the area of the roof being modified as a Therapy Area for the Pediatrics Unit adjacent to the proposed roof use area. This designation limits the occupant load factor used per table 10-A, 1997 UBC, to 240 for "I" Occupancy Therapy / Treatment Uses. Hospital is responsible for monitoring the occupant load of the area and posting a sign at the entry to the roof, until such time as a second complying exit is "permitted for construction" by the Builidng Dept.

PHONE CALL FROM ART ALBANESE. WE REVIEWED THE PRELIMINARY REVIEW COMMENTS. THE OCCUPANCY IS PRESUMED TO BE LESS THAN 10 IF THE ROOF TOP IS USED FOR THERAPY ONLY AND THE OCC. LOAD FACTOR IS 240, BUT IS IS ALSO BEEN SUGGESTED THAT FAMILIES AT THE FACILITY TO VISIT A SICK FAMILY MEMBER MAY HAVE ACCESS TO THE ROOF AND THIS COULD EASILY LEAD TO AN OCCUPANT LOAD GREATER OR EQUAL TO 10 AND REQUIRE TWO EXITS TO MEET CODE. THE HOSPITAL NEEDS TO PROVIDE A WRITTEN POLICY AGREEMENT EXPLIANING THE USE AND REGULATION OF THE OCCUPANT LOAD ON THE ROOF TOP AREA; PROVIDE A PLAN PROPOSAL REQUESTING USE OF THE EXISTING STAIR ENCLOSURE LOCATED ON THE ADJACENT ROOF TOP (THIS WILL REQUIRE ALTERATION OF PARAPET AND ROOF TOP FINISH TO MAKE ACCESSIBLE FOR PATIENTS). THIS ENCLOSURE IS BEING REMOVED FROM THE REQUIRED EXIT STATUS AS A PART OF THE MAIN FLOOR ENCLOSURE EXTENSION, 2-HOUR UPGRADE CURRENTLY UNDER PERMIT, DUE TO THE COST TO EXTEND THE 2-HOUR EXIT PASSAGEWAY FROM ITS LOCATION TO THE EXTERIR AND THE FACT THAT THE PROJECT SHOWS THE REQUIRED COMPLYING STAIRWAYS & EXTENSIONS WITHOUT INCLUDING THIS STAIR. THIS PROJECT HAS BEEN DELAYED PER ART UNTIL THE HOSPITAL USE SLOWS DOWN SO USE OF THE EXISTING STAIR WOULD BE AS IT CURRENTLY EXISTS AND HAS FOR THE PAST SEVERAL YEARS. A SAFE EXIT WAY AND PROTECTION BETWEEN THE OFFICE AREA AND THE ENCLOSED MECHANICAL ROOM ON THE ADJACENT ROOF WILL NEED TO BE ADDRESSED AND VERIFIED; AND ART WILL SHOOT MORE GRADES ON THE ROOF AND DETERMINE IF THE CHANGES IN ELEVATION CAN BE CONTAINED AT A SLOPE OF 1 IN 20 OR LESS THUS ELIMINATING THE REQUIREMENTS FOR RAMPS AS NOTED IN THE REVIEW. ART WILL GET BACK TO ME WITH PROPOSALS AND RESPONSE ASAP.
