Grading plan indicates up to 5 feet of fill. Sub approval restricts cuts and fills to 3 feet max. Soils report indicates highly expansive clay but does not indicate what method will be used to deal with it. Several other minor deficiencies in soils report. Talked to Roger Smith at Pinnacle engineers and wrote letter detailing complete list of deficiencies.
