Detached garage in rear of lot had wiring removed from a wall and was exposed from upper wall to panel and entered panel between panel can and cover. All exposed wiring has been removed. Owner to safe off water heater circuit either in a box with a cover in the wall or install water heater and terminate in it.
Although rough no life safety issues left to correct except water heater circuit and install panel cover.
