Stop work issued. Responded to citizen complaint regarding grubbing and excavating of creekbank and berm. Working without a permit and no ESC provisions are in place. Notified applicant and requested a re-inspection be scheduled after permit is issued and bmp's are in place. No work is allowed until all measures are in place.
