Visited site per Steve Webb's request to inspect site for slope stability and trackout after heavy rains received over the weekend. Noticed some small rills beginning to form in the driveway about half way up the drive. There was a small amount of trackout onto Ginzel. The driveway seems to be fairly compacted at this point. No other issues are visible at this time.

Very minor amount of slope material mulch but not enough to stablize the problem. The slope was not prepared for the material as well. The debris fence and bale barriers have not been installed. No work has been performed on the driveway. Significant progress has not been completed.

Inspected the site at 12:30 p.m after a rain event. Minor track out was observed onto Ginzel. Driveway had not been worked on, no measures were in place to reduce mud and dirt track out. Only change was placement of minor amount of wattle up above at draw area. No other BMP had been installed. Left a voice message for Ms Cloud, provide a status report of events.

Site reviewed by J. Wylie of Public Works. Notice some minor amounts of materials on site. Materials could be used for installation of the debris fence and hay for barriers in the draw below the upper slope. Noticed that a drop inlet had been protected close to the driveway at Ginzel. Will follow up on progress.

Inspection of the construction site revealed that no work had been performed. Detailed scope of work was specified in the August 21Notice & Order. Ginzel had been swepted but no drop inlet protections were in place. Owner did not comply with requirements according to the Notice and Order. Will follow up.

Received telephone call from Kathleen Davis; Had not received Notice & Order. Informed her of the timeframe to commence work 8-29-07 by the end of the day. Work to include revised plan from Ryan Carnie, dated 8-9-07. Made additional copies of the plan available and myself to assist wherever I could. Stressed the key point is to start until complete on site and to stablize the site. Ms. Davis provide me another phone number, its in my working file. Will follow up

Time has expired on 1st and 2nd correction notices. No progress has been performed. Preparing Notice and Order. RP (B. Davis) left voice message on to ESC Manager that he is getting cost to implement ESC plan modification dated 8-9-2007. Notice and Order will allow five days to commence work or additional steps to stablize the site will be performed by Boise City. No answer on phone number to verbally inform Mr. Davis of the Notice and Order. Will follow up.

Failure to comply with correction notice dated August 2, 2007. Did not notify The City of Boise Erosion Control staff with the name of the certified contractor who will be stablizing the construction site. Unable to contact owner (K. Davis)one phone had been disconnected and other phone had a message that no incoming calls were allowed at owners request.

At 10:30 a.m: Met with project RP, issued written correction notice with permit general conditions. C/Notice included time frame for compliance or further enforcement will occur. Re-posted 2nd stop work order, first one was removed over our request to not. Electrical work was performed over stop work. Informed contractor/RP both of these offenses are grounds for issuance of a citation. Also on site was Code Enforcement (M. Garner), B. Archabald and Terry Records as well as the RP, (B. Davis).

Informed Bill Davis via phone message that I need to get a status report.

Issued Stop Work Order; Signed by Steve Webb and Terry Records. Needs owner to respond to us to have a meeting.

Responded to citizen complaint regarding erosion and slope failure concern. Left vm for builder and RP to discuss ESC plan. Meeting with Steve Webb and Terry Records on 7-18 to inspect site.
