This part of the project is also joined into the ESC09-00352. Have contacted the RP over the issues that need to be corrected prior to the start of the activity within Wallings Creek.

Verbal to contractor, Message to RP:
1. Install a stabilized construction exit.
2. Install approved storm drain inlet protection on all storm drain (4) outside of the project area on Park Center Blvd.
3. Prior to start of work a site preperation inspection must be scheduled for the approval to move ahead. Will re-inspect on 4/13/10AM

Contacted Kelly Burrows with the issue of permit trasfer from Sommer to the City of Boise Parks and Rec. Also e-mailed him with all the information to trasfer the permit. Will follow up on 3/19/10 AM.

Message to Boise City Public Works (Mike Shepard):
When is the tentitive date for seeding on the North west area of project and what activies occured on the area? Waiting on contact from Public Works. Will follow up on 3/15/10am

A tachifier was applied to all areas what are still disturbed. Siltfence is still inplace. Will re-inspect during the winter season to see status of project.

9:00 a.m.. Met with Boise City P. Works and Parks reps. Also, with B. & Caldwell and Sommer Construction. Reviewed area and discussed procedures needed to stabilize the site including time frames per CGP. Stabilization including soil binders and re-vegetation. Dewatering controls still in place because controls may still be needed for additional water transfer and treatment. Min. amount of reveg in wetlands area.

No issues present.

Discharge is clean into seddling basin.

Correction Notice has been lifted. Went over with Rocky (Public Work PM) and Bob (Somer Const. Foreman/ Operater) over areas and issues of concern.
1. Inspect on a daily basis the perimeter of the basin (berm) for any over flow or boils. Correct as needed.
2. Inspect the Jersey Barrier dam for complete closure when water is turbid, so no discharging is reaching the wetland area of Wallings Creek.
3. When discharging turbid water into basin to inspect ALL discharge point of of the basin into the wetland area periododically.
Will re-inspect on a daily basis.

Discussed lift station project with contractors RP, K. Wagner. Informed RP that sediment laden water cannot be released offsite until it is clean. Violation will result in elevated enforcement.

Need to block off discharge to the wetland area and devert to the basin. Water is to turbid to discharge directly into the wetland area into the slough.

Inspected site: Looks in good condition. Dewatering is continuing. Comment to RP-When backfilling activities occur they will need to divert water into basin currently direct discharge into vegetation which is running into drainage which is ok as long as the water is clear.

Concerned with the side of the slope where the pumps are discharging out into the other side. Starting to see seepage of moisture coming trough. Potential blow is possible. Told the Pubkic Works Project Manager (Rocky) and showed him the issue. Need to ne addressed immeadiately. If not address a major issue with occur. Will re-inspect today in the PM.

Met with Sommer RP, (Karl) and Boise City Qualified Person, (Rocky) and Inspector 460. Reviewed project and discussed dewatering. Reviewed ESC plan, made comments and suggestions. Stressed the importance of staying on top of administration requirements per CGP. Made it clear that prior to any discharges offsite and into the river that water must meet water quality standards, (50 NTU's above background). Suggested the use of a turbidity meter to record and log any discharges and if these number exceed standards to stop discharging even if the pumps have to be shut down.

Spoke with RP and the foreman to install the silt fence seperating the stock pile and the sediling pond to manufactures specs. Will be having a confrence with the RP over project and potential issue pertaining with the project.

ESC plan does not meet the requirement of BMC 8-17: Checklist completed and faxed to applicant. Plan was not prepared by a certified Plan Designer.
