Discharge into the north pont has a green shade from the water. channel needs to have attention brought to the 6mil plastic lining where tears and bubbling due to the high winds. None of the repairs have occured that have been indicated in the pervious inspections. Also have viewed that at the discharge point into the first pond, the clarity has become cloudy. Possibly organics and sediment from scouring of the pond edge at the point of discharge. Have notified the RP of the findings of the inspection. Explained to the RP to contact the ERosion Control Manager over a solution to miniumizescouring at the discharge point. Will keep inspecting on a daily basis.

Areas of the channel are still inb need of repair. But due to the sampoling result of the turbidity reading the RP is in the thought that if the repair are made it could excalate the problems. But per BMC 8-17 all BMP must be maintained. Also this is the rule of the CGP. Will monitor the channel for further issues.

Maintenance needs to occur on the channel liner due to the exposed areas of the channel. RP has informed me that they do not want to shut the pumps down and see if there is an issue thats need to be corrected by turbid discharge into the ponds or sand creek. I Explained that perventive maintenance is how the maintenance shouuld occur. Not fixing when an actual issue occurs. Will re-inspect on 3/8/10 am to see if perventive maintenance occured.

Discovered failure within the dewatering canal.
1. To the north of the BRidge, there is one of the seams that has back wash coming out of it with turrbid water.
2. Where they have laid down a second layer of plastic, water has made its way underneath of the 1st layer. Un known if it has made its way under both layers.
Required maintanence must occur prior to 3/5/10Pm. Will re-inspect on a daily basis until repairs have occured.

Dewatering is not occurring due to the fact that the contractor had shut down the pump to repair the liner. Recommended that a 20 mil liner would be best to use instead of 6 mil. It remains the responsibility of the contractor and Parks for erosion controls in place which will reduce erosion to the MEP. Will follow up.

Approved the channel for the dewatering. As of 9:00am on 2/18/2010 Gave the 48hr notification for monitoring to occur. One area of concern is at the discharge point into the pond where the berry bushes are covering the bank, Made it aware to all parties to obsevre what occurs there and to keep a look out for any potentail bank erosion. Will inspect 2/19/10 AM.

Four areas of issues were found at the test run of the dewatering channel.

1. Side cut of the channel is to low. The edge needs to rise at least 12" in 2 locations.

2. Where the over lapping of the 8mil plastic is the seem need to be secured with achor pins on the bottom flap. Also weighted non erodible materail needs to be placed on top flap of the seam to minuimize backflow under the bottom flap.
3. Place additional boulders at the discharge point of the channel into the pond to slow down the velocity to pervent bank scouring. Will be having another test run on 2/18/10 at 8:30am.

Walked the dewater trench with MacAlvain (Dean), Walt B. (Boise City). Grading of the trench is almost complete. Made some general comments, including recommended to elevate the north side of the berm at the bend and to make sure that the liner is anchored down properly prior to testing the water flow. As well, reminded Dean to call Inspector 460 for a visual inspection prior to commencment of the water test. Gave Dean my card and informed him to call me if needed. Contractor hopes to test trench with water Wed. p.m. (2/17/10).

Work has not commenced but I did leave the RP a voice mail regarding the responsibility to control any sub-contractors including utility contractors. Also, requested the RP return my call so a brief discussion over the outfall and the intentions of plugging this prior to starting the water transfer and to discuss the type of liner they intend to use for lining the water transfer ditch. More of a conference then a site preparation inspection.

explained what requirements need to occur prior, during and post construction.
Prior to any dewaterinf a Site preperation inspection must be scheduled with the Erosion Control Dept. with the city to inspect and approved all BMP's pertaining to dewatering and construction activity.
During Dewatering opperations Daily water samples are required with a weekly report submitted to Steve Webb with the city Erosion Control dept. Also prior to the structural fill occurs with the pond another site preperation inspection is required to be scheduled to inspect all BMP's and approved. Also a confrence is required to outline the phase of work. At the end of the project final stabilization must occur on all denuded soil per instustry standards. Will follow up with a site prep inspection once secheduled by the permitee or on 2/09/10.
