10am: Discussion on compliance to both the Federal CGP and local ESC requirements regarding stabilization and closing out requirements of permit coverage. To summarize, at a minimum, manufactures application rate of soil binder along with perimeter controls (where needed) are expected for compliance. As well, continue to inspect for failure after binders are sprayed. Also discussions on moving from the development phases to vertical construction phase. Expectations for compliance both permit coverage and ESC stormwater and non-stormwater was covered. Developer to continue to visually monitor site discharges during inspections. Met with Knife River, (Jeff) Harris Ranch Engineer, (Dave P.), Knife Rivers repr, (Phil J.) and Boise City ESC inspector (Clint S.).

Project is ulitilizing there storm water ponds that all of the storm drain system feeds into as there Passive Treatment System. Ponds at the time are self contained and do not enter the Water of the US due to a plug at the inlet of the poutlet pipe.

Need to stay up on sweeping up at all accesses of the project area from the subbase to the paved streets.

Verbal correction to K. Baty, RP, Top dressing of rock has been installed on the ParkCenter entrance but rock entrance south of Barber is in need of rock.

Verbal to RP: Construction entrances (2) needs to be maintained including correct types of material and the one off of Barber needs widened. Discussed final stabilization. Around ponds topsoil is in place and other misc. areas topsoil is being placed. Power service to site is needed to run irrigation, this issue is being worked. As soon as power is in place then seeding can be done and watering will cause growth. Old sediment barriers are expected to be removed if no longer needed.

Correction Notice:
1. Add additional material or High visability construction fence with T-post an both end of the new Barber Rd.
2. Install the rolled erosion control blanket within the storm water channel in the whole channel per the manufactures specifications. Also provide the city with the specifiactions to verify.
3. Provide the proper info regarding the RP on the ESC sign.

1. Install a stabilized construction exit per industry standards at both access points on the new Barber Rd. Or Block off using T-post and high visability construction fence.

Verbal to RP:
No later than 4/13/10 we must see that at the north end of project area either block off access and or install a stabilized construction exit. Keep up with sweeping. Also told RP to figure out how they will be stabilizing the channel that connects the three ponds. We also cannot have a active water flow in the channel until the time of achieving final stabilization with in the whole channel. Will follow up on 4/13/10AM.

Dewatering from the third pond has been completed as of 3/18/10.

All water is beiing container on the Harris Ranch land. Left a Message for the RP over access control on and offo f the site where tracking has occured. Will re-inspect on 3/15/10AM

Inspect de-watering activities: Inspected the site for compliance, problems relating to de-watering is being worked by Knife River (Gary T. ###-####). Work is being performed to divert water east of Wellings Creek. At site inspection the water is retained into the Cattle Field. Ditch running through the field has direct discharge into the Boise River, but no water has reached the river. Reviewed the holding are south of the fence at the ditch and recommended to Gary T. to install checks and rock berm to allow for possible flows to be retained. Boise City will be inspecting on a daily basis until de-watering is completed. Verbal to Knife River to install a satisfactory rock construction exit at Warm Springs Ave. Inspector 460 will re-inspect on 3/12.

1:30 Pre-Construction Meeting: Met with Harris Ranch Rep, D. Powell, Contractor, Jeff & Randy and 3rd party consultant, P. Jones. Reviewed ESC including permit conditions, stabilization requirements, dewatering (only pre-development flow rates are allowed into Walling Creek) and water must meet water quality standards, transfering permits to another party and the upcoming Jan. 29th ESC workshop.
