To summarize, at a minimum, manufactures application rate of soil binder along with perimeter controls (where needed) are expected for compliance. As well, continue to inspect for failure after binders are sprayed. Also discussions on moving from the development phases to vertical construction phase. Inspect de-watering activities: Inspected the site for compliance, problems relating to de-watering is being worked by Knife River (Gary T. ###-####). Work is being performed to divert water east of Wellings Creek. At site inspection the water is retained into the Cattle Field. Ditch running through the field has direct discharge into the Boise River, but no water has reached the river. Reviewed the holding are south of the fence at the ditch and recommended to Gary T. to install checks and rock berm to allow for possible flows to be retained. Boise City will be inspecting on a daily basis until de-watering is completed. Verbal to Knife River to install a satisfactory rock construction exit at Warm Springs Ave. Inspector 460 will re-inspect on 3/12.
