Called PD and Applicant. Sent email with comments:
1. Currently, the only BMP between the Boise River and the construction project are drop inlet bags. DI bags (and all sediment controls) should be used as a last resort type of BMP. Please include additional measures to protect dust, debris, sediment, and contaminated stormwater runoff from reaching the catch basins. As discussed, this could include a combination of techniques such as establishing a buffer zone around them, capping the inlets while phasing construction, erosion controls, dust controls, ect.
2. Please expand Section 2.3. Include detail on the final stabilization measures to be implemented and the temporary soil stabilization specifications required for portions of the site that become inactive.
3. Please provide detail for equipment fueling and the maintenance area or they shall be prohibited from occurring on site because of the environmentally sensitive location of the project.
4. The SWPPP references the 2008 CGP which has expired. Please update all references to the 2012 CGP and review section 7 of the CGP to ensure your plan meets the federal requirements.
