(CLUB BUILDING) (TOTAL OF 15 PERMITS ARE ASSOCIATED WITH THE DRAWINGS FILED UNDER THIS PERMIT IN EPLANREVIEW) This building does NOT have a fire sprinkler system. To construct a new 3,969 square foot one story building to be used as a club building for the apartment occupants on this site. Work is to include 2 restrooms accessible to the disabled, “high” and “low” drinking fountains, interior nonbearing walls, interior windows and doors, exterior windows and doors, insulated exterior walls, exterior siding, exterior thin-cut stone, standing seam metal roof coverings, single ply roof coverings, continuous foam plastic insulation installed on top of the roof decks, suspended gypsum board ceilings, millwork, and finishes. Structural work includes concrete footings, concrete stem walls, concrete floor slabs on grade with thickened footings at interior bearing walls, glu-lam beams, glu-lam columns, roof trusses, roof joists, bearing walls, wood columns, wood beams, and shear walls. Special inspection is required for soils, concrete, and wood. A separate permit is required for the swimming pool and the barrier around it. The work is required to comply with the approved drawings, with the plan review report, and with all applicable codes and ordinances.

Construction and site development in progress on south-east side of site. North west and main entrance is now paved, partially landscaped, and some units are occupied. No significant spills, loose trash or dust issues observed. Concrete washout pan located near unpaved construction entrance. Landscaping around open irrigation ditch area has not yet started. Water still flowing in ditch. The outlet to Loggers Creek has been re-routed in a lined channel to stay on The District Property. Water looks clear and does not appear to be loading sediment from construction acitivity.

Notified by RP that new construction entrance has been installed to accomodate trucks entering from east Parkcenter. Rock is heavy duty 3-4 inch angular.

No trackout from site, street and gutter has been swept last week. BMPs of concrete washout bin, designated waste management areas, and lined irrigation channel are in good condition.

Approval has been granted by irrigation district to the project owners to re-routing outflow of lateral to not cross private property of the existing home and stabilize the area to prevent future bank erosion or neighbor conflict. Discharge of the irrigation water is clear in Loggers Creek, bank is stable.

Complaint about damage to Logger's Creek bank and private property; second complaint response by ESC inspector(s) regarding the issue.

ESC division inspected area of irrigation water discharge at 9:45 AM. Water from a South Boise Irrigation ditch lateral is passing through site via pipe and lined pond area (to be landscaped). Design has been approved by the irrigation company per ESI.


No stormwater or dewatering from the site is going into the ditch. The water exiting the site from the ditch is visibly clear. After passing through the site perimeter silt fence the water flows over a grassy bank and some small washed river rock to line a section of the channel.
The water does flow over some grass and several concrete bank stabilization blocks installed prior to construction activity.
The vegetation on the bank has been preserved with the bank buffer zone between silt fence and creek.
The flow of the ditch water may pass over a corner of the neighboring private property, unclear at time of inspection the exact boundaries.
The irrigation district water master has been alerted of the situation, but the water has not been able to be shut off at this point.

Recommend that when project is landscaped/stabilized and silt fence removed and irrigation flow is less, that all construction materials (stakes, river rock) and other items be removed and irrigation ditch outlet either stabilized or allowed to revegetate.


No significant bank erosion was discovered, no turbid plume of water in Logger's Creek is observable. The occurrence is a non-turbid non-stormwater discharge not related to construction, and is not in violation of the City of Boise ESC permit.


Note: prior to development irrigation ditch was not piped and flowed into site to a pond/wetland area with an overflow connection to Loggers Creek. Water now does not infiltrate and is returning to the Creek.

Complaint received about bank erosion on Logger's Creek caused by the irrigation water passing through site....

Inspected area of irrigation water discharge along the bank. No channel or consruction area has disturbed the vegetative buffer zone. Through the site, the water passes through the construction area via pipe and then a lined channel. The water is not visibly turbid when exiting the site. At the site perimeter and creek bank, water passes through the original silt fence to a river-rocked channel and then through the grass on the bank. It appears some concrete gabions were placed there by the irrigation district in the past to stabilize the bank.

No plume seen in the creek. Some sand deposited on creek bottom right at discharge.

While at site observed contained trash & materials, lined & designated liquid waste washout box, construction entrance, and minimal accumulations of sediment and sand from site on Parkcenter. No fugitve dust.

No violation, the irrigation water through site does not add turbidity due to construction. The water historically discharge in this area, but currently flows are high because of high river water, low irrigation use, and the District irrigation system is not online yet. Flows should decrease soon and perhaps stop passing over bank area. No significant bank damage or impacts to water quality discovered. Recommended having the irrigation district watermaster come take a look as well.

Conference inspection requested to inspect area where swale and water feature is to be installed conducted. Irrigation water will start to flow through this area this weeked due to early strart of season.

To limit the disturbance by the flow, requested that the piped irrigation outlet discharge into a section of rip rap before entering the the swale currently being excavated. The swale will infiltrate and settle some of the water and overflow from swale will going into a river-rocked spillway to the vegetated bank and flow into Logger's Creek. I requested that the initial flow be monitored to check for turbidity issues and possible corrections.

RP stated that Parkcenter gutters in both directions will be swept by a street sweeper tomorrow.

930-10 AM discuss BMPs for newly installed swales


New sand window swales have been installed between sidewalk and Parkcenter Blvd. The inlet are curb cuts with shall basins and concrete downspouts into swale . To protect swales, sand/rock bags will filter water through the spout.

Parkcenter roadway improvements are to be completed today, roadway will be swept and all 3 lanes will be opened. Entrance to the District is now paved, RP stated a new rock construction entrance will be installed behind paved portion to control trackout from material trucks and employee parking.

Former irrigation collection pond has now been filled in and buildings are in progress in the area. Stormwater that has drained into irrigation ditch/box is being pumped over to old groundwater discharge treatment area. Very low flow, no turbidity observable in Loggers Creek. Silt fence perimeter protecting the waterway is in good condition and no breaks found.

Lined concrete washoul box located in center of project with signage is in use and no significant leaks or failures. Trash management is acceptable, no windblown litter or material wrappings.

No corrections at this time. Site will be in good condition after final sweeping this afternoon on Parkcenter.

Irrigation water receiving pond was used to collect United Water mainline flushing at the District at Parkcenter. Earlier today an earthen berm was broken by an excavator mistakenly and there was a turbid discharge of the water reported by ESI into Logger's Creek.

The flow was stopped and ESI reported there was no visible plume by 2:45 PM. I requested that the excavator receive further training on permitted discharges and pollution prevention.

Note: Irrigation water still passing through site and into Logger's Creek. No groundwater dewatering or other disharges are occuring.

Irrigation ditch was rerouted from the former infiltration/holding pond (which is being drained and replaced per plans) and is flowing into Loggers Creek. There is no significant plume observed and water passes through silt fence barriers, check dames, undisturbed stream bank vegetation and straw wattle. I stated that the discharge should be monitored several times daily turbidity measurements taken when dewatering.

No trackout, construction entrance in operable condition. New wattles have been installed along the project frontage on Parkcenter inside chainlink fence. Fuel tank secondary containment is in good condtion; spill kit on site.

Combination of stormwater from yesterday's rain event, irrigation water, and water accumulated from previous dewatering was about to overflow pond into private residence. Channel opened up to let water flow into Logger's Creek (channel of the Boise River). Water flowing was visibly turbid upon arrival.

No dewatering is occuring and flow has stoped. A lined channel with multiple check dams is treating/detaining water.

Working on setting up new settling pond system . A wier tank may be required.

Big Bite Inc., utilities installer will be doing the work at the District for ESI, starting at the end of May (after Memorial Day). Plan is to use frac tank /sediment box to treat pumped groundwater. The water will then discharge into a trench that flows around site perimeter to the approx. 1 acre pond. This pond does not have an outlet pipe and a discharge to Boise River /Logger's Creek is not anticipated.

Requested that written plan modification be submitted to PDS and include:

1. Change RP name (Kevin Honeycutt)
2. Dewatering plan narrative (construction schedule, pump rates, treatment details, inspection frequencie, corrective action plan, etc) and site map

Site grubbing and initial grading has started. Discussed operations with superindendent Igor with ESI and Mike with Spiers Construction. Conducted full site walk through.

Silt fence perimeter lines the river channel to the southwest of the site. Silt fence is wire backed and properly trenched in. There is a 30-45 ft vegetative buffer along the stream channel.

There is a irrigation ditch the runs to a holding pond at southwest corner of site. It does not discharge into stream channel. ESI/Spiers working with irrigation district to use water for dust suppression and other needs.
No trackout or significant dust issues yet, but requested:

1. Install construction entrances (x2). Scheduled for tomorrow.
2. Water truck needs to be onsite for fugitive dust control. Requested that should be on site this afternoon/ASAP. Some small plumes of dust intermittently cross Parkcenter and today is windy.
3. Mike from Spiers is going to call me to inspect secondary containment area for equipment fueling station. I stated needs to contain 110% volume of tank and being lined. Mike will like it with vapor barrier and cover with 3" sandy soils to avoid puncture.

Approved to proceed with operations. Status pending based on water truck and construction entrances.

Site walk through to occur next week. Perimeter BMPs, construction fencing, and silt fence along creek channel have been installed. Some minor site grubbing/exploration has occured. No issues at site. Will check back next week.
