(JOE'S CRAB SHACK) To modify an existing fire sprinkler system in a 6,943-ft/2 remodel for a restaurant (new owner-originally the Chart House). Work is related to a complete interior remodel, construction of a new canopy over entrance, new type-1 hood and grease duct shaft, remove stairs from second floor loft and new mechanical loft with a permanent access ladder. This building is fully fire sprinklered for one-hour fire-resistive construction. The fire sprinkler system work shall comply with NFPA 13-1999, attached review comment and conditions list, as regulated by the Fire Chief. These notes, permit and fire "Inspection Card" are required to be on site as a condition of this work, to provide witness of compliance verification of minimum code. This permit is attached to building permit: BLD02-003091.

Additional pump flow test performed with Jim Danes of DeBest fire, 100% and 150% rated flow verified with residual pressure at 100% satisfactory.

Met with Dave Miller. reviewed results of last pump test. Pump performace meets 100% design and flow is adequate for AS and hose. Water supply inadequate for 150% pump test and to meet IFC required 1500 fire flow. Garden City, Brian Burger indicated in previous phone calls (October 2004) that they are working on repairing the defective well (which failed prior to the original pump acceptance test we witnessed last summer) but they cannot give a date on when repairs will be completed. Dave Miller to follow up with Brian on latest status. No change in status of this permit or the TOC situation until Dave Miller advises us further.

This Department (PDS/FD IFC Review) called Garden City Public Works 2:35pm of which a Gary Todd returned my call. I referenced him the permitted project at 2288 N. Garden St. (Joes Crab Shack - FIR03-00123, BLD02-03091) and the ongoing problem that Garden City's water supply available. Also indicated that the property addressed will not be given any more extended "Temporary Occupancies," due to what was insufficient water supplies. I gave them the 1995 and the 2003 water supplies differences. I indicated we do not have the copies of the failed performance test certificates, which may be obtained from De Best Fire Protection (###-####) and/or the fire pump manufactures representative. The failure was due to the insufficient water supply available and pressure readings which will not meet Idaho Administrative Code IDAPA 58.01.08, Operating Criteria For Public Water Systems 552, Quantity And Pressure Requirements 01(i).

His response was that he will take this information to Mr. Bybee. They may possibly do another system check, verifying valves are open, etc., and perform another test in the local area get back in contact with me.

Had a conversation with Dave Miller (2:25 pm) regarding the pump room requiring an outside direct access. He indicated he was willing to allow the deficiency due to the facility is existing, and basically a small and low hazard with an emphasis on "it's requirement". It shall be noted that the Owner/Manager must be notified that under fire conditions, this may affect the performance of the building protection, since access to the pump room may be impossible.
