I stopped by the project to verify if work had been done without permits. Work had indeed been performed without permits. According to Patrick, who was the installer of the fire alarm system, he pulled off the job the previous week. I talked to Barbara at the permit desk and had her double the permit fees as per policy. The contractor picked up the drawings shortly after. Dave Miller has instrucked me to cite the offending party.
