(BOISE - BASEMENT - CODE UPGRADE) This fire permit is attached to BLD05-03448 and requires to be fully sprinklered and meet current code requirements which includes, but may not limited to: Boise Municipal Code, IFC 2003, NFPA 13, 14, 20, and 72. Fire sprinkler work required, but may not be limited to in this permit is to change out approximately 420 standard response SSU's and SSP's located in the offices, halls, mechanical areas and 80 standard response Dry Pendants located in the computer data center, modify sprinklers for miscellaneous interior demolition work and the addition of new interior walls being installed, the upgrading of restrooms, adding fire sprinkler protection in areas that (appear) to not be sprinklered, the verification of the existing sprinkler system/s for the occupancy use hazard protection designs, the pipe, fittings and related materials and appurtenances, hanger locations, standpipe piping, system controls, hose connection locations, flow alarms, tamper supervision, etc., for the interior remodel of the 71,000-ft/2 basement (plaza), within the existing 248,500-ft/2 high-rise building. The entire building will be fully fire sprinklered through Fire Department approved phasing (currently set by January of 2011). All fire sprinkler work shall comply with signed agreements approved by the Fire Department, red-lined notes on the plans, attached plan review comments and conditions, the adopted Boise Municipal Code, IFC 2003, NFPA 13, 14, 20, 72; as regulated by the Fire Chief. The review comments, permit and fire "Inspection Card" are required to be on site as a condition of this work, to provide witness of compliance verification of minimum code.

The inspection performed today was just for the changing of standard responce sprinkler heads to quick responce sprinkler heads in the light hazard areas of the plaza building basement. All heads appear to be changed. All heads that have been spot checked matched the data sheet provided. Heads inspected included the 200 degree pendants in the computer room. No other issues have been inspected except the sprinkler head change out.

Re-Submittals Of The Following Items Are Required:
1. The designer is only addressing a work scope for areas identified and classified as Light Hazard Occupancies (defined in NFPA 13-5.2* and A.5.2), with the required Q.R. sprinklers as addressed in the IFC 903.3.2(3), IBC 903.3.2(3) and NFPA 13-8.3.3.1. Many areas of this facility are unidentified as to the current occupancy class/use. Fire sprinkler verification and upgrade is required throughout this floor. The construction requirements are being reduced by 1 hour in this facility, driven by the request to incorporate IBC Table 601(d) and meet the current code. Provide by clarification and identification all areas in this (basement) floor the "Class of Each Area or Room" as required with working plans in NFPA 13-14.1.3(7), with resubmittals. (BMC 7-01-50-IFC 901.2, IFC 105.4.2)

2. Existing basement floor system/s require verification of performance for Occupancy Hazard Classifications, Water Demand Requirements with Density/Area Curve designs (relating to the occupancy hazard classifications/use), per the upgrade agreement addressed above in the "Scope of Work." Provide verification with resubmittals. (BMC 7-01-50-IFC 901.2, IFC 105.4.2)

3. This facility requires full fire sprinkler protection. Provide clarification of areas that qualify for the exemptions (reference NFPA 13-8.14, "Special Situations"), and all areas that do not. Include and provide fire protection in meeting the upgrade agreement addressed above in the "Scope of Work." (BMC 7-01-50-IFC 901.2, IFC 105.4.2)

4. This facility has an existing fire pump (which will eventually be upgraded). The sprinklers installing are listed for pressures not in excess of 175 psi. No information provided as to whether the basement pipe and fittings are installed to code, (i.e., pressures in excess of 175 psi). No information addressing existing hangers and the specific requirements for water pressures in excess of 100 psi (9.2.3.4.3.1). The designer shall verify the original system and the proposed new upgrade system/s, as to whether the pipe, fittings, hangers and sprinkler heads installing, meet requirements of the upgrade agreement addressed above in the "Scope of Work." (BMC 7-01-50-IFC 901.2, IFC 105.4.2)

5. Provide seismic bracing requirements on this floor as required with working per NFPA 13-14.1.3(39).

6. Verify size and location of standpipe risers, hose outlets, and related equipment locations of required Class 1 standpipe as required with working per NFPA 13-14.1.3(27).
