This was a partial inspection of the underground. The 6" supply piping from the riser to the first 45 elbow is ok to cover. Per Dave with DeBest the piping will be at 4'-6" below grade even though it is not now. The grade will need to be atleast 3" above the bottom of the tilt up wall that passes over the piping.

Plans Denied:
1. The designer shall provide a plan that is of a clarity and font size that is discernable and readable without undue eye strain or stress with the naked eye. Revise and resubmit for review.
2. Include (all) requirements addressed in NFPA 13-14.1.3(10).
3. Provide Fire Department information which may relate to underground requirements. Fire department connections shall be on the street side of buildings, immediately discernible, fully visible and recognizable from the street or nearest point of fire department apparatus accessibility.
a. It must also be located where exposing fires will not affect it. It must have a clear area around the connections (5'-0") accessible for fire apparatus equipment.
b. It shall be located within 100'-0" of an all-weather fire apparatus access roadway and arranged so that hose lines can be attached to the inlets without interference from nearby objects.
c. The fire department connection to the hydrant shall be a maximum 300 feet for pumper operations.
d. The connections must be installed between 24 inches and 48" above finished grade.
(BMC 7-01-61-IFC 912.2.1.1, IFC 508.5.4, 903.3.7, 912, NFPA 13-8.16.2.4.6, 7.7.2.3, 8.16.2.4.6)
4. It would appear that no outside control valve is being provided. Construction requirements for a fire sprinkler riser rooms must be addressed on the plans prior to any permit approval. The sprinkler riser room shall be separated from the building on all sides by a one-hour Occupancy Separation assembly, including opening and penetration protection, as defined by the Building Code. In addition to any other access doors, direct access into the riser room from the outside shall be provided. Signs identifying doors leading to the sprinkler system control assembly shall be permanently affixed to all doors so as to clearly identify the path to the riser assembly. Since no outside control is being provided, address this requirement on the plan/s. (BMC 7-01-53, 903.1.3)
5. Provide depth of cover which shall be measured from the top of pipe to finish grade throughout. (NFPA 13-10.4, 24-10.4)
6. Item #3 on the riser detail, clearance requirement for 6" is 4" clearance. Reference 13-9.3.4.2 and Item #25 below.
NOTE: Read through the rest of this review and it may help the process if the related items were included on the plan/s.
