PLAZA MIXED USED - (SECTION 2 OF 2) - This portion of the building contains 17 units, and is 25,764-ft/2. A two hour fire wall (also used as a horizontal exit) will be constructed to divide this 42 unit, 61,812-ft/2, 5 story, wood framed apartment building into two separate buildings, above a Type I-A parking garage, per City Ordinance 4-16. Refer to BLD05-02204 for the other side of the fire wall. Refer to BLD05-00926 for the parking garage. This building is fully fire sprinklered per Boise City Ordinance.

The fire sprinkler system work shall comply with the IFC 2003, the attached review comments/conditions, as regulated by the Fire Chief. The review comments/conditions, permit and fire "Inspection Card" are required to be on site as a condition of this work, to provide witness of compliance verification of minimum code. The underground fire service supply was permitted under FIR06-00262. The lower parking garage piping (include riser and stand-piping supply) is permitted under FIR06-00365. This permit is attached to building permit: BLD06-02750.

Plans for this Section 2 area were approved by B. Johnson 10/5/06 under the permit resubmittal for Section 1 (FIR06-00639); work for both Section 1 and Section 2 was shown on the same set of plans and submitted only under FIR06-00639. Consequently, this permit was not approved or issued at that time. The error was discovered and resolved at the time of the final inspection. The fee for this permit was included in the total number of heads charged under the Section 1 permit (1198), so no additional fee applies to this permit. This permit can now be issued with no fee charged.

Received telcon from John Venche, outside designer for Commercial Fire. Explained the lack of resbumitted plans under this permit number which shows a denied plan review dated 7/13/06 addressing a number of deficiencies including missing Standpipe connections at the horizontal Exit fire wall openings on each level, detailed under comment # 5 of Bill Alexander's plan review). John thought this had been addressed but will look into it further. I indicated we need a resubmittal under this permit addressing all the resubmittal items on Bill's review; he will handle it. Also discussed with Forrest France, who confirmed the SP's were not shown on plans or installed.

I called John at Commercial Fire and explained that this permit is still in the Review/Failed status. Item 5 on the list of items to be addressed on the resubmittal is the stanpipes at teh horizontal exit wall. An early start was granted about a month later, but no resubmittal was ever made and according to the building inspector, the sprinkler system was installed without any standpipes at the horizontal exit. John will investigate and follow up to ensure the plans get resubmitted and any deficiencies get corrected. He realizes the urgency due to this currently being under a TOC.
