Description
This fire alarm permit is to replace the existing outdated Edwards IRC3 fire alarm control panel at the Main ADA County Jail Facility and replace it with an Edwards EST3 network fire alarm panel that will be directly compatible with the jails pod C and new medical unit FACP's and their devices. New audible visual notification is required in support and public accessible areas. Staff notification within the facility will be allowed to be accomplished using existing fire alarm emergency procedures and use of the jails radio communications. The existing central jail initiating devices are to be reused and are to be compatible with the new FACP. New control switches and status indication (LEDs) will be part of the new FACP and used for jail smoke control and HVAC control status indication. Existing smoke control sequences and indication for the main jail HVAC units will not change from the original conditions. The new Medical Unit smoke control sequence will be as required and approved by the building department and building permit BLD06-03515 and Fire Alarm Permit FIR07-00380. No building permit is directly associated with this work. However, this permit must be completed prior to fire alarm permit FIR07-00380 being finaled.

Start Inspection 10-25-2007 "Fail" Due to the following.

1. Installed Main FACP battery AH to small for 24 hour backup.
Corrected while on Site 40AH installed. now OK.
2. Central Control Room Devices not part of Smoke Control Zone. Add to Admin Zone
3. Detectors O555 and 0560 to close to HVAC diffusers Relocate
4. Several Detectors in Zone 9 not activating Smoke Control.
5. Smoke Zone 14, 15 and 16 need to be redesigned due to open construction between these smoke Zones
6.Correct Smoke Zone Operation from Main FACP. Must operate Automatic when panel is reset and switch is set to Normal position.

Continue fire alarm inspection. Begin with retest of smoke zone 25. Corrections were made to the system programming so that the smoke control will function per the original control sequence. This still needs to be verified to our satisfaction. Also the following deficiencies were found.
1. Central control smoke detector to close to diffuser.
2. Remove pull station in CC from admin smoke control zone.
3. Men's locker room 30cd wall notification appliance wrong location needs to be located as shown on the plan.
4. Most all admin area smoke detectors are located next to the HVAC diffusers must be relocated
5. Audible visual notification required in room next to Men's locker room. Room A112
6. Smoke detectors in Warehouse and Maintenance Area detectors are located at bottom of the beams, beams are 20" deep and solid beam construction is in these two areas.
7. Sprinkler bell not working. Corrected while on site 10/26/2007
8. As-Built will be required upon completion of inspection showing address corrections and additional devices required.
9. Fire alarm system appears to be as functional as with the previous panel. Additional Fire Watch no longer required. However, detectors and existing locations are still required to be verified an addressing checked.
