1-26-11 PLAN MODIFICATION (no initiating devices affected): This plan modification is to incorporate field changes and implemented redlines and review comments from previous reviews.

10-5-10:This fire alarm permit is to provide speaker strobes throughout the new tenant improvement area, a new duct detector, and relocation/re-mounting of existing pull stations to meet current ADA requirements.
Associated building permit: BLD10-00842 (FIRST PRESBYTERIAN CHURCH - LINDSAY HALL REMODEL) Fire sprinklers used for building area increase. To remodel the basement (3,528 square feet), first story (3,528 square feet), and second story (3,528 square feet) of the existing Lindsay Hall portion (East end of building) of the First Presbyterian Church. Work is to include upgrading the restrooms on all 3 stories to be accessible to the disabled, upgrading the enclosure of the East stairway to be 1-hr fire-resistance-rated, constructing interior walls, installing new folding partitions, and creating new openings in an existing masonry wall (steel headers and trimmers). Work also includes exterior windows, doors, suspended acoustical ceilings, interior finishes, and millwork. The work is required to comply with the approved drawings, with the plan review report, and with all applicable codes and ordinances. Lindsay Hall will be fully fire sprinklered throughout in conjunction with this permit. The fire sprinkler system of the entire First Presbyterian Church building is required to comply with NFPA 13 as regulated by the Fire Department. **CJW**

Tom Gainor and I met with the fire alarm contractor, electrical contractor, general contractor, architect, and the building representative to set off the existing fire alarm system. The intent was to determine if the existing horns would inhibit the intelligibility of the speakers within the Lindsay Hall area of work. It was determined that the devices with horns on the 'border' of the scope of work would need to be replaced with either strobe only devices (in areas already containing speakers), or combination speaker/strobes (in areas not already equipped with speakers). It was also stated that if, during the inspection, the inspector determines other devices need to be replaced due to intelligibility issues within the scope of work, then it would need to be done prior to signing off the permit. I let the contractors know that the changes could all be implemented in the field, and then upon completion of the installation, they would need to submit all the changes in a plan modification prior to calling for a final inspection.

During a site visit of the scope of work, it was noted that several of the existing areas had intelligibility problems due to a combination of horn/strobes and speaker/strobes being installed in the same spaces. It was also noted that some of the existing combination horn/strobe devices had the 'horn' portion of the device disconnected. Tom Gainor and I informed the contractors that the areas did not meet the code the system was installed under, and that they may be required to correct those spaces. We also notified the contractors that code does not allow disconnecting a portion of the device due to the product listing and problems with having a 'presumed' device that is not fully operational. I told the contractors that as long as the existing devices did not disrupt the intelligibility or operation of the devices within the scope of work of the Lindsay Hall permit, then it would not prevent the permit from being signed off. The issue of the problems with the existing notification has been handed off to the fire department for further review.

Rob Ahten called to let me know he'd like me to approved the submittals and understands that a plan modification will be required (subject to additional review fees). He also requested a meeting with Scott A. and I, along with the general contractor and architect to address the existing horn/strobe vs. speaker/strobe issue. I let him know that I would get with Scott regarding his schedule and email and/or call him back.

Sent Rob Ahten an email stating that PDS Fire Alarm Plan review and Boise City Fire Dept. want to schedule a time to go to the site to set off the fire alarm system and walk through the building to determine intelligibility and/or any problems with intelligibility. Although the main focus will be on Lindsay Hall, we will need access to the entire building (all rooms and areas). I asked him to please choose either this Friday (October 8th) or Tuesday, Thursday, or Friday of next week (October 12th, 14th, or 15th). Early morning is preferred if possible. I let him know that the meeting he requested can be done at this time as well. I also reitterated as a side note that the fire alarm plans will be approved with notes/comments, and with the understanding that a plan modification will be required to be submitted and approved prior to calling for a final inspection. I stated additional review fees will apply.

Spoke with Mike Bayse regarding discrepencies in the plans. I let him know there were several items from the first review that were not addressed in the resubmittal. I told him I could go ahead and approve them with the understanding that a plan modification (with additional review fees) would need to be submitted and approved prior to final inspection; or, I could reject these and they could resubmit, thereby only paying one review fee. Mike requested that I approve the drawings with the understanding a plan modification will be submitted and approved prior to calling for a final inspection (additional review fees will apply)
