The retail area ceilings are ok to cover piping. I noted one location where pendant mount lighting is blocking the pendant sprinkler heads. The three time rule of NFPA 13 chapter 8 should apply.

Todays inspection was to verify that the insulation had been repaired at the deck and was no longer obstructing the upright sprinkler heads. All areas had been repaired except for three locations. I will verify these three at the next rough-in inspection.

Todays inspection was for the hangers and piping which passed except Nate is going to add two branchline restraints for me. A separate inspection will be needed for approval to cover. As of today insulation is blocking the upright sprinkler coverage in many locations and the ceiling "t bar" has not been installed yet to verify actual pendant head layout.

Tom,
The letter you provided is insufficient for several reasons.
The chart in the top right of drawing FP-3 indicates the Tenant space/Deli/Pharmacy/Miscellaneous Storage is design as a class IV. Where are these item received? Is there a separate receiving area for these commodities? If not then why is the receiving area not designed for these commodities (Class IV)?
The storage shall be designed for the highest commodity. See section highlighted below.
IFC: 2304.1 General.
High-piled storage areas , and portions of high-piled storage areas intended for storage of a different commodity class than adjacent areas, shall be designed and specifically designated to contain Class I, Class II, Class III, Class IV or high-hazard commodities. The designation of a high-piled combustible storage area, or portion thereof intended for storage of a different commodity class, shall be based on the highest hazard commodity class stored except as provided in Section 2304.2.
There is an exception that permits an engineering analysis. The letter does not comply with the required analysis. Please, see below.
IFC: 2304.2 Designation based on engineering analysis.
The designation of a high-piled combustible storage area, or portion thereof, is allowed to be based on a lower hazard class than that of the highest class of commodity stored when a limited quantity of the higher hazard commodity has been demonstrated by engineering analysis to be adequately protected by the automatic sprinkler system provided. The engineering analysis shall consider the ability of the sprinkler system to deliver the higher density required by the higher hazard commodity. The higher density shall be based on the actual storage height of the pile or rack and the minimum allowable design area for sprinkler operation as set forth in the density/area figures provided in NFPA 13. The contiguous area occupied by the higher hazard commodity shall not exceed 120 square feet (11
m2) and additional areas of higher hazard commodity shall be separated from other such areas by 25 feet (7620 mm) or more. The sprinkler system shall be capable of delivering the higher density over a minimum area of 900 square
? Provide a minimum of Class IV protection for the Receiving Area, Tenant space, Deli, Pharmacy, Miscellaneous Storage.
? Provide additional hydraulic calculation for the above areas complying with (Ref: NFPA 13: 12.3)
? The Owner’s Certificate indicated that there will be idle pallet storage. Please, correlate the fire protection design with (Ref: NFPA 13: 12.12)

I have to deny the early start request. Item 3 in my review (below) is too significant of an item. In addition, I have not seen an Owner’s Certificate to reevaluate my opinion.
Normally, Early Start Request is only approved for extenuating circumstance. I do not feel this is the case in this project.
A Class IV commodity shall be defined as a product, with or without pallets, that meets one of the following criteria:
(1) Constructed partially or totally of Group B plastics
(2) Consists of free-flowing Group A plastic materials
(3) Contains within itself or its packaging an appreciable amount 5 percent to 15 percent by weight or 5 percent to 25 percent by volume) of Group A plastics (Ref: NFPA 13: .6.3.4.1)
To determine the acceptability of technologies, processes, products, facilities, materials and uses attending the design, operation or use of a building or premises subject to inspection by the fire code official , the fire code official is authorized to require the owner or agent to provide, without charge to the jurisdiction, a technical opinion and report. The opinion and report shall be prepared by a qualified engineer, specialist, laboratory or fire safety specialty organization acceptable to the fire code official and shall analyze the fire safety properties of the design, operation or use of the building or premises and the facilities and appurtenances situated thereon, to recommend necessary changes. The fire code official is authorized to require design submittals to be prepared
by, and bear the stamp of, a registered design professional. (Ref: IFC: 104.7.2)
Resubmit – 5/21/2013: Provide a signed and seal letter from a FPE indicating the rack storage receiving area will only contain Class I-III commodities. Based on my observation, of other Wal-Mart stores it would seem they contain Class IV commodities and Group A plastic. (Please, see the example list in the appendix of NFPA 13 for further reference.)
