I received a phone message from Rob Ahten indicating that his plan was to have general evac for unoccupied floors and floor, floor above and floor below for occupied floors for the initial alarm notification sequence. He stated that as tenant improvements take place, they would be added to the sequence of floor, floor above, floor below. I informed him that this was not acceptable. All shell & core notification programming shall be be floor, floor above and floor below for all floors, whether occupied or not. I informed him that since build outs will generally be confined to the notification system, this will nearly elliminate the chance of programming errors in the future, this will insure that the sequence of operations is complete from the start and it could minimize impact on adjacent tenants during tests for future build out testing. Forrest France was copied on the email to keep him informed of the requirement.

Via phone call and email, Rob Ahten and I agreed to the following sequence of operation for alarm notification.

Basement through parking garage (floor 5)will be considered 1 floor. Any alarm originating on these floors will provide notification on basement - floor 6.
Alarms from 7 - 14 will provide notification on fire floor, floor above and floor below.
Alarms on 15 will provide notification on 14 - 17.
Alarms on 16 or 17 will provide notification on 15 - penthouse.
Alarms on penthouse will provide notification on 16 - penthouse.

Via email to Rob Ahten, stairwell pressure fans are to operate as follows: When no alarms are active all fans, associated switches and associated lamps will be off. On any alarm condition the 2 stairwell fans will automatically turn on and run untill all alarms are reset or fans are manually overridden off at push buttons within the fire alarm panel. Each fan shall have 2 push buttons. 1 for manual on control and 1 for manual off control. Each button shall have an associated lamp that turns on to indicate that the associated button has been manually activated. Each switch shall be appropriately labeled to clearly indicate its function and which fan it controls.

Rob Ahten called regarding some modifications to the original / approved fire alarm drawings. He indicated that some device addresses had changed from the originals and that a few relay modules have been added to shut down fan coil units on 2 floors, as required by the engineer of record. I told him that unless Forrest had issues with the amount of variations between approved documents and test results then we could accept the minor revisions in the form of as built documents. However, if Forrest finds an excessive amopunt of differences, he may require a resubmittal prior to final acceptance.

Received a phone call from Rob Ahten informing us that central station monitoring has been established. Signals have been transmitted and verified as functional by his staff. At this point in time, he indicated that the only alarm conditions that will notify the fire department of an alarm condition is water flow alarms.

Received a call from Rob Ahten regarding the 8th floor elevator lobby. According to Rob, a 12" wide by 20' long (approximately) light fixture will be susspended down 2 feet from the ceiling. Rob's concern is that this will block direct view of the 2-15cd ceiling mounted strobes when standing directly under the light. The strobes will be wihtin view when you are not directly under the light. I informed him that since the strobes are adjustable candela models, he will need to maintain spare amperage on the circuit to insure that if he needs to, he can increase the candela settings to meet the minimal .0375 lumens per sq. ft. requirement for a performance based alternative. The lobby area is approximately 10' by 28' with ceilings under 10' so this should not be an issue.

Forrest France informed me that during a sprinkler shell & core inspection, he noticed that fire alarm wire had been installed on all thread rod. I informed Rob Ahten via email that this was not allowed as it did not mee NEC 760.24 installation requirements and that all attachments in this manner would need to be corrected. He responded via email to inform me that he had contacted his installers and that corrections were being made.

RECEIVED AN EMAIL AND PHONE CALL FROM rOB aHTEN REGARDING THE USE OF THE ELEVATOR LOBBY DETECTORS FOR SMOKE FIRE DAMPER CONTROL. I CONFIRMED THAT THIS WAS ACCEPTABLE FOR THE FIRE ALARM SYSTEM. HOWEVER, THERE WILL STILL BE A NEED FOR THE DAMPER TO BE ACCESSIBLE AND SERVICABLE. THIS WILL BE EXAMINED BY THE MECHANICAL INSPECTOR.

Forest indicated that the contractors are having troubles locating the in duct smoke fire damper detectors in an easily accessed location for elevator lobbies. We agreed that the lobby detectors could be used to activate the dampers if they comply with 2009 IBC 716.3.3.2.5.

Emailed Rob to inform him that after further review, batteries can be supplied with a capacity of 24 hours plus 5 minutes of full alarm time if an approved emergency power source per 2009 IFC section 604 is available and the fire alarm system is connected to in in it's entirety. He is to provide documentation to that effect and provide written acknowlegement of the remaining items on the plan review dated 6/7/13. Item 5 has been removed as a requirement based on discussions with Romeo gervais on 6/27/13.

He indicated that HOA function for stairwell pressurization will be provided, traditional fire fighter phone communications system is not required due to wireless sytem by others and that 24 hours plus 15 minutes of run time is not required for emergency voice/alarm communications systems, only mass notification systems. I informed him that I would verify his objections and inform him of my findings.
