Received an email from the system designer that indicated the PDS interperetation of code was not correct regarding the requirement of an emergency voice communication system. He feels that this code only applies to high rise buildings, based on his review of the 2006 IBC and 2003 IFC. I informed him that we reviewed design based on 2012 and that this version requires the voice system. He wanted to substitued horn strobe notification. I informed him that the architect's design and building code reviewers comments required the voice system and the horn strobe substitution would not be allowed, since it does not meet minimum code requirements.
