Spoke with plumber. The existing toilet location/relocation was not part of the 20% accessible route upgrades to the primary function area. Future relocation of this toilet can occur in future remodel or alterations to this building. It was brought to my attention by the plumber the centerline of the toilet is at 15 inches rather than the current requirement of 16 - 18 inches.
