Call from Jim Storey after having done the inspection. Joyce Coulter had met him at the site. There was a question concerning the occupant load and factor I had used. Referred him to "B" occupancy for Beauty Slons and tha I used factor of 100 = 13 occupant load. This only requires one exit. Jim reviewed this way and is have locking hardware on fron door modified to meet code. If remodel is done there is a question on the landings & handrails and interior accessibility. He is approving for C.O.

Received a call from Lynn of the mayors office regarding this project. The owner, Mrs. Joyce Coulter had called her to see why there was concern about the use of the property. I explained that we had been trying to establish that the facility use was a legal use per Boise City requirements and to prepare a way to obtain a certificate of occupancy for the new proposed tenant Mrs. Luke as we could not find evidence of an existing C.O. I told Lynn of our review process for this site and that we had found evidence of use as commercial and the proposed new owner /tenant had completed an application for an occupancy approval review under Resolution 13533 and that I was preparing the permit at this time. I explained that there are different requirments placed on a residence than a commercial building and that Boise City policy required we review the structure for immenant hazards by the structural inspector of that area of the city. I told Lynn we would not hamper the sell of the property but were obligated under city ordinance to help assure a safe use for all structures per adopted building codes.

Call from Joyce Coulter, owner to inquire about the on going situation regarding her property she was negotiating to sell to Mr. Luke. I explained to her what our concerns were toward use of the building and that we had established it's use since about 1967 as a commercial use. I also told her we were working on a permit for a site review by the structural inspector in her area to perform an immenant hazard inspection per Resolution 13533. This inspection would provide a certificate of occupancy for the new tenant or the existing one if no major life safety or fire issues are found. City ordinance requires the tenant to have a C.O. She understood and told me that Peggy Luke would have to call her for key access when she arranges for the inspection. I thanked her and ask her to call agian if she still had questions or concerns.

Met with Peggy Luke to review the application for an occuapncy approval review. We corrected or clarified a couple of items and I accepted the application and ask her to call today after 2 p.m. if she had not been called before that by our permit desk to see if the permit was ready.

Met with Peggy Luke to review her proposal to occupy and existing building for use as a Full Service Hair Salon. The current use is an electrolysis / spa occupancy. We had a hard time finding information that would confirm the original use of the structure has been commercial. We had records faxed to use from archives that indicate the facility has been used for commercial since approximately 1966 or 67 when Dr. Gavin purchased and used it as his dental office. We will do a MIS application for an occupancu approval review under Resolution 13533. Mrs. Luke will bring back or fax me a completed application.
