• The plan map shows grading outside of the subdivision onto private property. This will need revised or permitted separately with approval from the landowner.
• The silt fence must be installed along the contour.
• The washout must be a minimum of 50’ from storm drains and water bodies.
• Please show the adjacent storm drains on Arrow Villa that may receive stormwater and needs BMPs
• Please include a typical detail for the drop inlet storm drain.
• Please spec out the stone to be used in the construction exit.
• The executive summary (page 1) references requirements of Appendix E of the NPDES General Permit. Appendix E of the 2012 CGP references the historic property screening process and not the NOI permitting process as the plan indicates.
• Site vegetation (page 3) states that existing vegetation will be preserved wherever possible as long as construction phasing permits. Areas of vegetation preservation must be shown on the plan. Additionally, please describe the construction phasing in the plan.
• Water courses (page 3) states that no source water will be affected by the construction project. This is incorrect. This project is located in the foothills and will absolutely have risk of runoff during a storm event. You must look at any down gradient storm drains and their outfalls to identify receiving waters. You must also reference the IDEQ Integrated Report to determine the status of those receiving waters.
• Stockpiles (page 3) require sediment controls are installed after 14 days. Sediment controls around stockpiles are required immediately. Erosion controls (i.e. stabilization) must occur with 14 days of those stockpiles becoming inactive. Please specify what erosion control the project will use for stabilization of the stockpiles.
• Material transportation (page 3) - please elaborate.
• Site Hydrology (page 4) states that all stormwater is contained onsite thru percolation. What type of storm event are you referencing? What about during construction as the vegetation is stripped and surfaces are compacted and become impermeable? This project is located in the foothills and the grading plan shows fairly steep slopes. Please revise this section.
• Please add to the sequence of events table the requirement for the RP to schedule an ESC site prep inspection with the City of Boise after installation of ESC BMPs but before site rough grading.
• Please add to the sequence of events table the requirement to remove temporary BMPs once final stabilization is achieved.
• Please include temporary soil stabilization practices to be used on the site when it becomes inactive. This includes provisions for the cuts, fills, lots, and anything that hasn’t reached final stabilization that will remain inactive for more than 14 days.

Lastly, please note that this plan does not meet the EPA 2012 CGP SWPPP requirements. The owner and any operator working under this plan will be assuming significant risk.
