First that I have heard about it. I'll talk to Doug, but I believe it is standard that we will not sign off until condition is met or bonded for. CO is our leverage.

Can anyone shed some light on this?

We have a permit that we are having a hard time finaling out because they put in a storm drainage system that did not conform with the plans that were approved by the city. At least that is what the engineer who drew up the plans says. The project, a church parking lot, is completed. Before the project is finaled out, the engineer is supposed to provide the city with a letter that certifies that the design has been built per his specs. Public Works will not sign off on the project until that letter is provided. This permit keeps going around and around in our permit aging system. The permit only involved a parking lot, so going after someone's CO or turning off the lights might be a little drastic. It is also a public works issue and P and Z hasn't signed off on it yet. Any suggestions on how we can get some action on this?
