1. No further equipment parking in the area of concern on HV Road.
2. Install fencing to control access to area (turn arounds, cement trucks, lost drives). Block access within subdivision on the unfinished portions. Note - issued request to Tahoe Homes to direct concrete truck and subcontractors not to use these roads.
3. Water truck to be onsite for all construction activity and further grading. No activity at site at time of inspection.

Dust complaint received via Code Enforcement call desk....
No significant dust at time of inspection, but met with HV Road resident to discuss issues. The wind is really picking up a lot of dust not only from the East Valley Sub but from the graded area on the west side of the road.
Appears work in this area is complete - checking the schedule. Plan is to issue CN to developer to stabilize with a tacifier or hydroseed mix.

WIP at East Valley phase 2 and road improvements of Highland Valley Roady. At time of inspection there was on a small activity installing stormwater infrastructure and utilities under the new road base for the eastern section of the subdivision. No trackout or discharges occuring.
Correction:
Cut hillside below Highland Valley has been inactive more than 2 weeks and no stabilization throiugh seeding or erosion control mats has occured. Site is currently out of compliance in that regard. Notified RP Jim Conger of the requirements and requesting a schedule for stabilization or BMP installation.

Inspection in response to "excessive dust tornado" complaint received by Code Enforcement.
At time of inspection Friday 10:00 AM there was no significant or continuous plumes of fugitive dust. There is a lot of wind at this site however, so the possibility of fugitve and current work on Highland Valley Road and Warm Springs is actively disturbing dirt and moving stockpiles.
There is a water truck onsite that was filling up when I arrived.
Correction:
Much of the recently graded phase 2 that is not currently active does not have a dust suppresion application or tacifier. Need to schedule this for the out perimeter lots and recently cut hillside.
VM left to RP Jim Conger, will check back to see when it can be scheduled.

Complaint: Developer cleared all vegetation on hillside, causing dust issue
Called RP Jim Conger to have him Tempporarily Stabilize recent graded lots along Highland Valley Rd and hillside. Left VM. Per BCC 8-17, disturbed areas setting for 14 days or longer, need either perminant or temporary stabilization: (Tackifier or Mulch/seeding)
Talked with water truck driver onsite (Hi-Grade), he stated he will water it a few times per day to keep dust supressed. Issue isn't from construction, its from windstorms occuring after working hours.

Warm Springs at Highland Valley has been swept and temporary retaining holes/diversion have been built along Highland Valley lining the new EV phase.
Tao and Boven culdesac has been cleaned and DI bags changed.
Need to have sweeper come do another round as the dirt loosens.

Drainage channel along Highland Valley blew out onto Warm Springs. Also in East Valley #1 the southeast corner had sediment deposition on the streets.
RP called to alert ESC division about issue. Shovel crew is working on the street in EV #1. A sweeper tractor is coming to clean Warm Springs at noon per RP.
Does not appear muddy discharge extended into the drainage ditch on the south side of road.
Channel should have check dams or be lined with rip rap. Also does not appear there is a receiving gutter to convey water along the north side of Warm Springs to west...
Corrective actions/clean up is in progress. Will check back this afternoon. Warm Springs should be cleaned by early afternoon.
