Additional controls:

1. No further equipment parking in the area of concern on HV Road.

2. Install fencing to control access to area (turn arounds, cement trucks, lost drives). Block access within subdivision on the unfinished portions. Note - issued request to Tahoe Homes to direct concrete truck and subcontractors not to use these roads.

No significant dust at time of inspection, but met with HV Road resident to discuss issues. The wind is really picking up a lot of dust not only from the East Valley Sub but from the graded area on the west side of the road.

WIP at East Valley phase 2 and road improvements of Highland Valley Roady. At time of inspection there was on a small activity installing stormwater infrastructure and utilities under the new road base for the eastern section of the subdivision. No trackout or discharges occuring.
Correction:
Cut hillside below Highland Valley has been inactive more than 2 weeks and no stabilization throiugh seeding or erosion control mats has occured. Site is currently out of compliance in that regard. Inspection in response to "excessive dust tornado" complaint received by Code Enforcement.

At time of inspection Friday 10:00 AM there was no significant or continuous plumes of fugitive dust. There is a lot of wind at this site however, so the possibility of fugitve and current work on Highland Valley Road and Warm Springs is actively disturbing dirt and moving stockpiles.

There is a water truck onsite that was filling up when I arrived.
Correction:

Much of the recently graded phase 2 that is not currently active does not have a dust suppresion application or tacifier. Need to schedule this for the out perimeter lots and recently cut hillside.

Talked with water truck driver onsite (Hi-Grade), he stated he will water it a few times per day to keep dust supressed. Issue isn't from construction, its from windstorms occuring after working hours.
