"Whereas, the resolution (policy) provides a method for owners and occupants of such builidngs to bring them upto code and thereby receive permanent occupancy certificates within a reasonable period of time ... allows a tenant to occupy a non-code complying building, if not possessed with any imminent hazards as determined by this inspection by the fire & structural inspectors, for a period of 90 days while plans are being prepared to show how the building will be modified to comply with minimum codes. The current tenant use involves manufacturing & fabrication of bags & pontoon flotation devices.
