Zoya came in and met with me a Troy. She wanted to further discuss the HVAC installation that was done in her home last fall. Since the last time I was there on 7-13-18 to look at the duct work concerns she has had an additional contractor come out to look at the installation. She indicated the contractor this time was Western heating. According to her western told her that the furnace and a/c were miss matched in size and that they shouldn't ever be miss matched that they won't work that way. they also told her that her gas piping should never have been passed because it wasn't pressure tested, that the flue was ran in an unapproved material (ABS piping), and that the static pressure test shows the system running at .10 static pressure do to undersized ducts and the manufacture blower chart doesn't go that high so it's not an acceptable static pressure. Me and Troy worked through these items with her. I reiterated to her that on a retro fit change out the city doesn't address the sizing of the system both the ductwork or the furnace and a/c. We leave that to the proffesional installers, but that we see acca reports come in with miss matched equipment sizing and that it is okay to do so so long as the system is sized correctly. As for the flue we informed her that most manufactures of high efficiency furncaes to allow for ABS pipe to be used for the flue vent. I later looked up the installation manual and you can indeed run the flue in both DWV ABS, and schedule 40 ABS. Contrary to what Western heating told her. She had a picture of the static pressure chart for the blower in the furnace out of the manufactures manual. Again contrary to what Western heating said the chart does go up to a static pressure of .10. As for the gas piping not being pressure tested, I explained to her that when Eric 1st went out one of the reasons he failed the inspection was because there was no gas pressure test done. The contractor called us and told us he didn't redue the gas piping just a couple fitting where it ties into the furnace. He said that the CSST was existing running across the attic and down next to the chimney into the crawl space where the furnace use to be. When he installed the new furnace in the garage he just pulled the CSST up into the attic and back to the new location with out ever altering the piping, and that he didn't include the gas piping on his permit because of this. We explained to Zoya that because he didn't include it on his permit and he told us he didnt alter the gas piping other than a couple fittings that we have to take him at his word for it. so a pressure test was not required. Code allows you to do a bubble test with a live gas system for minor alterations to the existing system. Troy and Bill had gone out there and preformed this test for her previously because she called with concerns over the gas piping and found no leaks. I went back over her previous concerns with the duct work with her from my trip to her house with Jack on 7-13-18 and told her half the issues thgat contractor told her I didn't find to exist, and that these contractors are giving her there professional opnion and that what they are telling her is not necessarily the case. Me and Troy both stressed to her the need to get the insulation put back into her attic and that may solve all her problems. She said the system is working pretty good to cool her house being that there isn't any insulation installed. it sounded like it keeps it down to 78 degrees. we told her that when she gets the insulation in the system may work to cool her house just fine. It appears to me that these companies are trying to sell her new stuff or claim they need to fix stuff to be able to charge her for it.

Since our meeting on 7-31-18 Zoya emailed me and stated that she callled the equipment manufacture and they told her she has a 3 ton a/c, 3 ton coil, and a 2 1/2 ton furnace ant that this is not per industry standard and that they won't warrenty it as such. and that they recomomend not running the furnace at a .10 static pressure. I called and spoke to Zach in technical support at York and gave him the specifcations and asked him if the combination of equipment will work. He indicated yes it will work if the ductwork if sized correctly. He said that at a .05 static pressure or lower and the blower on the furnace will move enough air to satisfiy the a/c and coil. Additionaly I asked if they would warrenty the equipment in this combination and he told me yes they would.

With this new information her sytem will be warrantied, and will work if the ductwork is sized correctly for the system But once again we don't address the sizing of the ductwork or the equipment on a retro fit chane out.

Homeowner complaint about ductwork installed improperly from a furnace and duct work change out last fall. The homeowner got ahold of Jack and requested we come by and take a look at the duct work. She states she has been having issues with air flow and being able to cool her house ever since the work was completed last fall by 1A Heating and Cooling. She had C & B heating and cooling come out and take a look at it for her. They told her the ducts were undersized, some cans not hooked up, ducts not strapped up and ducts not insulated properly. Bill and I called Gary with C & B and he told us the same thing. Jack and I went out today to take a look at it for her. She indicated that C & B had fixed the unconnected duct to the return grill but at her request left the other stuff for us to take a look at. We went up in the attic and inspected the duct work and found the ducts to be supported properly, all the ducts were connected to the cans, however I could see where it looked like the flex had come loose on the return and was reconnected and taped to the duct (presumably by C & B), there was 2 spots were the duct insulation was not properly installed and bare metal was showing. As for the undersized duct work the contractor would need to do an ACCA report for the house to see if the ducts are adequate or undersized. The City of Boise does not require this to be done on a retro-fit system change out. For the most part the besides the duct insulation the biggest issue I saw was poor workmanship but installed per the minimum standards of the code. I asked the homeowner if she would like me to get ahold of 1A heating and cooling and ask him to come back and fix the duct insulation and adjust the return duct to try and get better air flow. She indicated she would have to think about and let me know, because she wasn't sure she wanted to let him come back into her house. I ask her to give me a call and let me know if she wanted me to contact him. In addition I did let her know that besides the duct issue's the other problem she is having with trying to get her house to cool properly is she doesn't ahve any insulation in the attic. She had removed it all and hasn't replaced it yet. I told her that any air conditioning system would struggle to over come the lack of insulation in the attic. She said she is working on getting it replaced.
