All lighting shall also be designed and located so as to prevent glare or direct light from falling onto adjoining properties or streets. The illumination of all light fixtures shall not exceed two foot candles as measured 1-foot above the ground at property lines shared with residentially zoned or used parcels. All new pole lighting shall feature 100 percent cut-off light fixtures and all new wall lighting shall have full cut-off shields.
