Site dirt work and landscaping complete. Currently working on brick facade and interior. Talked to foreman, they are cleaning area as they go, keeping plastic sheeting and styrofoam backer from blowing away. Mortar and stucco is being cleaned from ground as brick work is finished. Multiple dumpsters on site.

Southern lot is no longer being used for storage, all storage is now on west end of project. Lots of trackout onto Elder. Site has lots of small pieces of trash and lumber scraps laying around. South side of building is scaffolded and covered with plastic, will need to monitor in wind for being torn off and blowing off site. Perimeter has been landscaped.

Talked to Tyler while on site. Planning on seeding staging lot as soon as it is warm enough, probably early March. Trackout is coming from Elder, supplier drove truck in to pick up material. They are done with storage lot. They will clean road and gutters when truck leaves site. Neighbor is concerned about drainage into his house. They will monitor it and make adjustments to grading as needed. Advised to keep record and take pictures to have proof if issues arise. At time there is no runoff leaving old staging area, some existing grass and buffer still exist.

concern about the parcel west of Comfort Inn that has had stockpile removed will drain stormwater to residences.

Stockpile removal is complete. No stabilization initiated on this cleared area and is source of mud where vehicles are turning around.

Vegetative buffer exist between disturbed area and homes, site countours are similiar to pre-existring drainage pattern to the southwest corner of parcel.

Corrections:
- schedule date for stabililzation (hydromulch, tacifier, seed)
- prevent access to this area to stop mud trackout to Elder.
- clean up construction entrance to the staging yard and trackout on Elder to Comfort Inn.

Site paving,curbing and perimeter landscaping is complete. Stormwater from hotel parcel retained onsite.

Contractor has land use agreement with parcel owner that after staging they would flatten the stockpile on lot. It is graded flat but not compacted or ready for any future construction.

Correction requests:
- once all staging is complete, site should be inspected for trash & litter removal
- disturbed area must be hydroseeded.
- sweep up trackout to Elder

DId not observe any stockpiling along existing homeowner fence lines.

ESC Division had been previously notified the stockpile (much of which was pre-existing) would be flatened. May need to increase project area of disturbance, investigation pending.

No trackout or fugitive dust observed at time of inspection. Parking lot around hotel footprint is now installed. Using adajacent parcels for frame staging.

Corrections:
- maintenance is needed on DI bags on Elder. RP Bob stated, curb work is finished next week and will sweep street and empty /re-install bags.
- need to clean up unlined washout pit in stockpile area.
- if stockpile continues to be inactive, it will need temporary stabilization with vegetation or cover. RP states that Knife River will begin hauling off stockpile within the next two weeks.

Water truck is controlling dust on the site and on the road. There is a small amount of local dust but no fugitive dust. There is some trackout due to wetting of the road for dust control but it is contained to the asphalt track pad and not reaching the main road. A gravel haul road is being installed in the next few days.

No dust violations observed on site.

Inspection conducted at 11:45 AM in response to excessive fugitve dust complaint.

RP Bob on site. Reviewed ESC dust control requirements and current dust control operations.

Dust control water truck is onsite with access to onsite hydrant for quick refill. Water truck was in use at time of inspection, watering haul route loop and construction entrance. No excessive dust observed. Hot, dry, light breeze conditions in combination with a large stockpile haul-off operation occuring has created dust issue on haul road as well as soil becoming clumpy and sticking to truck tires when too wet..

Correction request:
- designated water truck driver be ready to operate the truck to prevent plumes of dust crossing project boundary.
- dust control can be a priority over trackout control. Trackout can be address by once per week street sweeping. To keep dust down at end of Elder, the road can be rinsed to the vegetated north side of the road.
- continue use of water truck 1-3 times hourly or more as needed

No major trackout on Elder east bound. City of Boise ESC permit sign posted. MS4 drop inlet on Elder has sediment protection. Will continue to monitor dust control.

RP stated that the haul route will soon be routed through parking lot area which will be gravel road mix and will pass through rock construction entrance. This should also help minimize dust.

Follow up inspection scheduled.

WIP on underground utilities. This week new water and sewer line will be cut into road. Road will be repaved after words.

Permit sign posted at end of street. Two MS4 inlets on Elder have had sediment bags installed. Construction entrance installed, minimal trackout. Water truck onsite for fugitve dust control. RP Bob on duty.
