Expansion of the Lander Street Water Renewal Facility. SWPPP submitted with site dewatering plan included, discharges will be land applied in vegetated area next Willow Lane pond, pond outlet will be protected with a turbidity curtain installation. Some trench work around greenbelt on southern perimeter. Crew is welding black pipe, some open trenches with standing water, no pumping.
Parking area is all gravel and site has good rock pad. Lots of large diameter pipe staged in area, lots of stockpiles of fill, chip, and excavated backfill. Lots of site activity, no esc issues.

Update from RP Dustin. Outlet from dewatering has had a screen bar placed to capture floating algae. The basin was also cleaned out and algae removed to prevent discharge to the pond.

RP states that the clean up measures worked and there is significantly less algal build-up and they will continue to maintain the basin as needed.

Dewatering in progress, next week they will be digging down further for the sewer lift station so dewatering activity will change.

SWPPP inspections, turbidity log, and grading and stabilization log are being completed.

Requests:

- add baffles to dewatering basin; have an extra pit for excavation water to not mix with the deep well point water

- move SWPPP sign and board to the front of the project, currently on the Lander side of site

Appears crews are prepping to open the access on VMP. Will install trackout pad in this location. Dewatering pump was not on at time of inspection.

No trackout to VMP or outside of Lander Street staging area. Dry conditions, no discharges occuring from site. Dewatering pump currently not on. SWPPP has turbidity records, no results > 2 NTU, no plumes noted at pond inlet from settling trough. Permit sign and SWPPP information posted on Lander. SWPPP binder and map located in job trailer. Warner construction on site working on the east entrance to VMP. No dust or other issues. Stabilzed access road of pit run installed through the site

Corrections needed:

- update SWPPP site map to show current conditions, update grading and stabilization log. See notes in SWPPP from PW Inspector Tiffany.

- concretre washout is ovef 75% capacity, new washout pan should be provided, have a sign, and stabilized (mud free) access for.

- Silt fence on south side of Willow Lane Pond should be re-assessed, there is a gap in fence in what appears to be the low point of the perimeter. If area is to be stabilized, Silt fence may not be required.

- Implement stabilization for areas that are now at final grade (track slopes on VMP access ramp sides), hydroseed , cover exposed areas; is perimeter wattle needed at toe of ramp slope south of the VMP entrance?

- Need to lengthen construction entrance track pad (or replace/relocate) to a minimum 50 ft length, per installation details in SWPPP

- sweep impervious areas of the Lander Street staging and entrance area.

- plan ahead for a stabilzed employee parking area.

No significant trackout or offisite discharges. Permit and SWPPP info posted and plan onsite in trailer. Site is completing inspections once every week, no corrective actions noted.

Site is dewatering per the dewatering plan. Discharge into settling area and pond is clear and clean.

Crews currently working on east access area to VMP. Site has been gradeded and is still active. Surround by grass and perimeter sediment control wattles. Site has leakproof concrete washout.

Correction requests:
- clean up mud in front of storm drain at end Lander Street parking, maintain sediment bag installed.
- clean up/absorb oily sheen near the drain mentioned above
- construction entrance is less than the required 50 ft.
- unable to find BMP construction details in SWPPP, please insert and check all installations.
- Some wattles are not trenched in and have loose stakes around the Willow Lane pond (note: vegetative buffer on downslope side of wattles is preserved)

Site walk through and SWPPP/ESC plan inspection. Project has completed tree clearing around the Willow Lane Pond and has began setting up the dewatering plan BMPs. RP to notify Boise ESC when dewatering will begin. Reviewed turbidity testing requirements. Water will discharge into a lined 3 chamber retention area and then discharge in the will lane pond, which has an outfall to the Boise River.

There is no activity or access on the east side of site, where the job trailer and construction entrance will be located. Currently office is at the Lander Street office, using the existing asphalt for construciton access. Storm drain at south end of Lander has a sediment filter bag installed.

Other BMPs include:
- concrete washout pan was used for fence post installation.
- sediment control wattles have been installed around section of the pond and in between the project area and Greenbelt.
- water truck stationed on site for dust control as needed.
- New pond perimeter access route was excavated/constructed, area on shoreline is contained by a turbidity curtain.

BMPs installed, SWPPP binder and site map are up to date with completed inspections and grading/stabilization log.

Approved.

Correciton request to post construction project sign(s) at entrance with the Boise ESC permit posted and the SWPPP/CGP 2017 permit posted.

Tree removal is in progress. New fence post installation utilized a concrete washout pan.

Correction request to install sediment protection in the storm drain at end of the Lander Street parking area valley drain. There is loose dirt and material on parking lot surface from the tree removal/landscape grubbing.

RP is to return next week. Will conduct Site Preparation inspection walk through at that time.
