Reseeded hillsides on south side of Joplin are stabilized/vegetated. Wattles and silt fence along north side have become incorporated into road shoulder, removal would cause significant disturbance. Agreed with PW Inspector Gary that if a problem arises, the treatment plant facility crews will take care of it. No further ESC inspections required. ESC permit finaled.

Water at outlet was reading 50-150 NTU depending which side of outlet was tested, visible plume. Water below last hose was 10.5 NTU. Hoses were directed for overland flow while I was on site, no way to know for sure how long there was a high turbidity dfischarge. Site preparation inspection and walk through conducted at 11 AM. Meeting with Kevin w/ Whitaker Construction, Public Works Inspector Gary Cooper, and the ESC Division (Long & Zawacki)

City of Boise ESC Permit sign posted at entrance on Joplin. Heavy duty construction rock entrance has been ordered and will be installed before end of week. A silt fence perimeter was installed on the east side of the site entrance to protect Thurman MIll from any stormwater sheet flow from site. Fence is properly trenched in.

Thurman Mill ditch & drain channel was rerouted prior to irrigation water release. The bank topsoil of old ditch was preserved and spread along the banks of the new channel and should regrow. Water is now passing through the ditch as of today.

2 well points have been installed and are now dewatering. The high flow pump is deep (25ft) and was discharging clear water, an energy dissipator fabric was put on end of hose and hose is in grassy drainage ditch. 2nd pump was low flow and land applying turbid water to infiltrate. An additional berm to prevent sheet flow to the ditch leading to Thurman Mill was requested and installed during the inspection.

Turbidity samples were taken upstream from discharge point and ditch connection in Thurman Mill reading 31 NTU. Sample in ditch where high flow pump hose was discharging was 7 NTU, and the water downstream in Thurman Canal after the discharges joining was 26 NTU.

Approved for construction. Initial BMPs installed. Will check back after more dewatering wells are installed and construction entrance. Notified RP about fugitive dust control requirements.
