Per Hillside Requirements and The City's 8-17 Ordinance, 80% of native background vegetation needs to be established prior to this permit through the city to be closed.
The 2012 Construction General Permit allows a contractor/developer 3 yrs to achieve 70% re-establishment. I do not see an issue with the Developer to File their "Notice of Termination" with the EPA, but the City's Permit will remain open until 80% vegetation re-establishment is acheived throughout the entire site. It is very close to achieving this requirement.
No ESC Issues observed during inspection. Vegetation is growing well. Some areas are still baren. Could use another Hydroseeding application

Roads were blowouts occured were scraped and cleaned. Some dirt remaining but will be swept as is dries. DI bags that were full were emptied. Upper main drainage inlet was provided with gravel check dams and wattles staked down. Lower rill erosion filled with rock drips to stabilize.
