Construction of new river channel features including a side channel to create a habitat island within Esther Simplot Park, as well as 3 drop structures downstream adjacent to Veteran's Pond among other site and pathway improvements. Heavy duty construction entrance to be located off Stilson Road on west side of project. Job trailer and material storage will be in the cleared area Clearing limits will be cleary marked prior to earthwork to preserve existing vegetation surrounding site and protect any trees within construction area. Silt fence sediment barriers will be installed at path crossing over waterways as well as along the new side channel excavation in ESP. Wattles and other BMPs to be installed as needed. During construction prior to stabilization, inspection frequency is every 7 days and within 24 hours of a rain event. Stormwater runoff and any dewatering discharges will be monitored for turbidity per section 3.9 of SWPPP. Any exceedence of 250 NTU shall be reported per SWPPP section 3.9. A dewatering plan has been submitted and approved showing well placement, cofferdam structures, settling tanks for turbid water, and discharge into east end of Veteran's Pond in area closed off by a turbidity curtain. See appendix D of SWPPP. EPA CGP2017 NOI has been filed see IDR1000BY. Full landscaping and stabilization plan included in SWPPP. Project estimated duration is Sept 2019 - May 2019.

Project near completion: BLD permit for structures is also still open.

Construction and staging areas are now landscaped and stabilized. Work areas anc surrounding parking areas are freee of loose sediment or construction debris. Irrigation installed. Silt fence sediment barrier along Farmer's Union Canal has been removed.

New greenbelt pathways are complete and open to public. Slope between pathway and Veterans Pond has jute matting and has been hydroseeded. It is a rocky uneven surface, netting is not trenched and is installed horizontally. Minimal overlap, some areas already loose.

ESC requests for site final approval:
- remove storm drain sediment bags installed on Stilson and on VMP between greenelt access and stilson.
- remove flber rolls around bridges that are in the water.
- provide specs/details on jute matting installation.

Site walk through with RP. In channel work is near completion. Starting process to open up the berm at end of the new side channel around the habitat island.

No trackout from site, concrete washout is lined and being used for pathway paving operations. New slopes/banks have been hydroseeded.

Correction request to install sediment control buffer around excavated/disturbed areas next to the two bridges being installed around Veteran's Pond. Sweep up and clean area above the Farmer's Union Canal.

Diversion dam removed, river is back up in cfs. Features have been completed. Crew is in river installing gates, area is blocked and pumps keeping dry. Some concrete work still needed by gate for canal. RPC will be back to do steps around gates when ready.
Crew still working on new island area upstream of features. Both up and downstream are damed of and currently no flow in between. Crews are planting willows and working on stabalization. New path not started, covered under seperate permit.

Inspection to check turbidity. Fill work occuring in Veteran's Pond to build new greenbelt pathway created some turbid water within the lake, as noted on Wednesday. (28 NTU wednesday 11/14, 44 NTU friday 11/16)


Upstream from project by Garden City pedestrian brings, sampled at 2.48 NTU

Sample at confluence of Farmer's Union (Boise River Diversion) at confluence of outflow of Vet's Pond was 4.2 NTU. Only a change of less than 2 NTU within the background, well under the 50 NTU limit.

To ensure turbidity in the lake did not cause a discharge, fill work was halted to allow settling and skimming of floating debris within the turbidity curtain zone.

Project is sampling turbidity daily and monitoring discharges. Approved.

WIP on compaction and preparation for foundations in dewatered river channel between cofferdams. River bottom material and concrete chunks have been removed. Water returning to the River from diversion pipe and well heads in channel is clear and was not churning up sediment at discharge point.

At upriver end of project the future channel to establish the habitat island is starting to be excavated. The material is then being hauled for fill into Veterans Pond along the canal side & future pathway route.

The area of fill at Veterans Pond has a turbidity curtain containment. A slight murkiness of the water leaving the pond and joining the diverted river water in Farmers Union was observed. Turbidity test at 12:45 today showed 28.4. Turbidity log was availalbe upon request. The result is above background levels but not above the 50 NTU limit. Samples taken in previous days were below 5.0 NTU. No visible plume was seen with the river water in Farmer's Union.

Other BMPs observed were secondary spill containment areas in staging yard and water truck working the haul routes to keep dust down.

Team effort to salvage fish from the section river between cofferdams. Many fish and crawdads found including sculpin, white fish, brown trout, red band trount, suckers. Fish were counted by Water Quality crew. River bypass is operation, culvert to Farmer's Union is open. Mcmillen taking daily water quality samples. Pump dewatering river pool is going into Veteran's Pond and settling behind turbidity curtain.

- heavy duty construction entrances at Stilson Street and through ESP.
- silt fence (SF) installations at brige crossings per SWPPP.
- sediment control wattle installed to contain & treat runoff from staging area. RP to monitor and replace with SF
if necessary- staging area has good pollution prevention measures in place including covered material storage, secondary containment areas, gravel parking and access to trailer, and spill kits.
- water truck on site for dust control.
- SWPPP/ESC plan on site for inspector review.



Tasks & recommended improvements for site:

- Post official SWPPP signage at designated main entrance to satisfy CGP 2017 requirements. Inlclude City of Boise ESC sign.
- Provide covered dumpster. Investigate possibility of a recycling bin for cardboard boxes and other recyclables. Enery bags for large plastic wrappings?
- report any significant changes or operations at site , including dewatering start ups to Boise ESC Inspectors Long & Zawacki.
