Walling Creek Bridge installation. Project management by Brighton Corp. and City of Boise Parks and Recreation. 404 permits obtained. ESC plan submitted. Contractor is CPC with Syman on BMP installation. Staging area to be at end of Barber Valley Drive and will close east access to MA Williams Park. Pollution prevention BMPs and erosion & sediment controls will be installed on disturbed banks. Project to occur while Walling Creek is not flowing. Dewatering will be required to build bridge foundations, water must be treated before discharge to vegetated area of creek bed. Plan to be submitted after test pits are completed by CPC. Site preparation inspection is required.

Bridge is complete, but not yet open WIP on park monument sign. Shoulders and banks have had a seed and tacifier application. No temp BMPs left in creek, trash around banks is picked up.

Corrections needed:

- remove downed section of SF on NW side of bridge along creek. Install new sediment barrier/buffer below the bank
- remove BMPs installed in basin between Warm Springs bypass and pathway.
- check erosion observed on shoulds of road between bypass and bridge, may need additional stabilization
- pay outstanding special investigation fees to the PDS permit desk

Follow up inspection. Dewatering was completed last Friday. Temporary holding area has now almost infiltrated. Silt fence across creek has bee removed. No turbid water in Walling Creek from site. Water levels have also been raised in creek.

Corrective actions to complete as project wraps up:
- sweep and clean staging area/parking area at MA Williams park.
- pick up windblown trash up stream from bridge.
- pay special investigation fee applied for last weeks turbid discharge and associated time spent by ESC division to request and obseve corrective actions as well as sampling.

Turbidity samples of Walling Creek at first downstream pedestrian bridge were 190 NTU and 168 NTU. Well above the permissable +50 NTU over background level.

Plume had not reached east Parkcenter Bridge as of 12 PM. River is reading 13.9 NTU at Walling Creek confluence.


Crews moved dewatering hose to the basin between Greenbelt and Warm Springs bypass. Initial location where hose was moved too was found to have and outlet back to creek. This outlet now has additional controls should there be any overflow of first basin area.

2 hour investigation fee charged. Request to complete corrective action report and monitor until dewatering is complete, which is supposed to be today.

Discharge to waterway was stopped with 90 minutes of arriving at site.

Crews dismantling settling structure while also pumping dirty water into system. Silt fence has lifted up and muddy water flowing down Walling Creek.

Immediate request to extend hose and land apply to the NW between greenbelt and Warm Springs bypass.. Do not want to flood excavation area so cannot shut down pump.

Diesel for generator has been placed in tote as a secondary containment. No issues with dirt leaving on Barber Valley or Warm Springs.
