Grading permit to excavate, grade and compact site earth materials in preparation for a new Esther Simplot Park project, project to consist of Ponds, several trails, pathways, THIS GRADING PERMIT DOES NOT INCLUDE BUILDINGS OR STRUCTURES.. All work to be performed as approved by the Public Works Deptartment and Planning & Zoning Department. Underground utilites only. No buildings, or footings to be constructed under this permit. Activity will include initial site clearing activities including tree and debris stockpile removal, security fence installation, and ESC BMP installation to begin prior to completion grading permit application. Area disturbance is 35 acres, total site area. Future permits for next phases will reference this permit but may require ESC plan/SWPPP submittal to gain approval. BMPs include silt fence perimter, construction entrance (tracking pad), and designated storage area. See ESC15-00019 for related canal culvert project.

All river bank repairs areas from Whitewater Park to VMP were inspected, There are some BMPs that need removal or maintenance:

- remove black netting layer (top layer) of ECB. Many sections have become detached from staples but has not degraded as much as the straw or the green layer.
- remove or repair damaged sections of silt fence (near Farmers Union canal intake, near VMP)
- clean up loose trash and construction debris visible along side the WWP construction entrance.

Superintendant on site is Ralph Behrens. Multiple river bank repair sites between ESP and Veteran's Mem. Parkway (VMP).

BMPs include:
-Heavy duty rock construction entrances installed at both access points (Esther Simplot Park (ESP) and Stilson off VMP)
- Sediment control wattles and silt fence installed properly at low points and sensitive boundaries of each repair zone.
- Site to be inspected daily by onsite crew and also frequently by office staff.
- Stockpile areas and construction access routes have been designated to prevent excess disturbance or increase potential risk of sediment runoff from stockpiles during rain events.
- Permit signage posted at each end of project. SWPPP info located at entrance in ESP.

- significant earthwork to begin next week. Follow up inspection scheduled.

Project tentatively set to begin October 2017. Seperate ESC permits and SWPPP to be submitted.

All construction of Esther Simplot Park is complete. This ESC permit to remain open to monitor the unfinished area between parking lot, River and canal intake structure. Area may require additional stabilization or ground cover but currently is compacted earth and river rock. Hydroseeding did not establish. Water could potentially flow out of this area by the intake structure, currently a sediment control wattle has been installed.

No other corrections needed, all temporary BMPs have been removed and other disturbed areas stabilized.

Site is in good shape. One issue occured yesterday 2-9-16 on the Head Gate (Canal) Portion of the project. A turbid discharge had occured when they opened the headgates to ensure they are in proper working order. Olivia (RP) stated via phone they had performed Turbidity measurements. They didn't exceed the 50 NTU's above background, plus they are covered under their 404 Permit. No issues at this time

Plume reported in Boise River Tuesday 10/27. Site inspection conducted at 4 PM. Investigated site with SWPPP coordinator for McMillen- Jacobs ACHD SWPPP Inspector.

Leak from river was going through cofferdam structure blocking off area of box culvert location, filling the area of work with water. To stop the leak the exterior lining on the dam was extended and more earth material added to the dam, which caused some turbid discharges of sediment down river during the activity. Turbidity was meaurred and is reported in the SWPPP daily report. SWPPP coordinator stated the turbidity did not reach reportable levels.


Inspection of the area of concern did not reveal any active plumes into Boise River and no BMP failures were identified. The rest of the site is in good condition, trackout and perimeter controls are working well. Dewatering system is still treating water passing through site and ground water being pumped.

No corrections. Site has fixed problem and has reported the corrective action.

ESC walk-through at Esther Simplot 2:30 PM with Olivia Weick (SWPPP coordinator) and Andrew Pharis (project manager) with McMillen Jacobs.

Checked SWPPP inspection log and turbidity sampling. Inspections and monitoring conducted daily. Records kept in binders in office. Additional monitoring requirements for water quality are tested monthly for contaminents per DEQ and EPA.

Site is currently excavating and hauling off contaminated material. Material being taken to Ada County Landfill for disposal.

SIte perimeter control of silt fence and chainlink is in good condition. Some repairs have occurred since installation as needed. Whitewater Blvd DIs have sediment bags, sweeping conducted 2x daily and stabilized construction entrance with rumble bars is installed for trackout control.

Dewatering is active at about 3500 gpm. Ground water discharges into settling troph with wier dams and oil boom rolls to remove slight sheen (from pond scum and possibly oil-based contaminants). Water then discharges into the final pond. Discharge area is surrounded by a turbidity curtain and boom. Turbidity measurements are in compliance.

Dust control is also continuous with multiple water trucks circling site and focusing on the haul road route. No signtiificant dust issues observed during inspection.

Site is in good conditions. No complaints received by ESC division in many months. Paperwork and SWPPP oversight is very professionally done.

Approved. No corrective actions issued.

Complaint called in from Boise PW: contactor called and stated from excavating sand, sand entered a nearby Drop Inlet and it plugged, causing back up

Cause: United water flushed a nearby Fire Hydrant into the MS4 causing the Stormwater Pond inside the Park to Flood causeing minor Erosion. Not contractors fault. ACHD needs to contact United Water To WARN them about flushing in area, which will cause flooding inside the park

Discuss Dirt Hauling Complaints: Cover Dump Trucks Hauling Dirt out of site

Discussed with Olivia, and both site supervisors plus Luke Roberts with ACHD to discuss covering the haul trucks. All trucks that DO have covers, have been covering their loads, and I visually watched 6 trucks covering up their loads onsite prior to exiting the site. I encouraged the group, for those haul trucks w/out covers, to load them lighter, to keep the amount of possible sediment exiting the haul truck. The soils they are hauling are very moist, by watering down with water truck prior to excavating out into the trucks. No ESC issues. Will continue to monitor
