Anonymous trackout complaint of "mud all over 9th Street"

Simplot WHQ contractor operating in ROW on 9th Street to connect to sewer. Cutting into road and installing sewer manhole structures. Trackout from loading trucks is being swept manually by broom. Will need to use street sweeper at end of project. Down gradient stormdrains on 9th and Myrtle have sediment filter bags installed. No discharges at time of inspection.

Requested that dewatering be reported and monitored. Will likely direct water back to onsite dewatering system, which may actually prevent the need for dewatering.

9th Street is closed til Sunday, and potentially till Wednesday.

Met with Jon Beck and dewatering technicians. Untreated pump flow was observed flowing into bypass area. Water appeared clear and sand was visible in the washout area from initial flows.

We approved connection to the sediment tanks, (40,000 gallon) which are now filling. Discharge at 9th street outfall should begin this eveninng. ACHD stormwater inspector Jason Korn reviewed monitoring requirements. A background observation at 9th street outfall was conducted, no plume visible. So low volume flow.

Dewatering may commence. Scheduled to continue through the summer.

Conference called onsite to review dewatering system prior to using. Inspection yielded the following corrections before dewatering may begin: 1) Plastic sheeting used to stabilized the slopes is not keyed in at the top. We discussed using sandbags in lieu of trenching on the two asphalt sides, 2) overlap is not sealed sufficiently, 3) two holes in plastic need repaired. 4) Slopes not 2:1. Discussed safety concern about steep slopes with no point of egress.

Infilitration Swale per approved dewatering plan in process of being constructed. Public works approved modified drainage plan 10/31. Side walls of basin need sloped 2:1. Contractor's stabilization preference for the walls is plastic. Plastic sheeting must be minimum 6 mil, keyed in at the top of slope and held in place with sandbags or other weights placed no more than 10 ft apart. Sema shall be taped or weighted down the entire length. Overlap shall be at least 24 inches. All edges should be embedded at least 6 inches into soil. Discussed with reps from Hoffman, JUMP, ACHD and Strata about the illicit discharges occurring on Sept 6 and again on Sept 14 and the potential illicit discharge occurring week of 10/8. Also discussed the delinquent revised dewatering plan due Sept 28. Hoffman plans to implement an infiltration swale per approved plans to retain all water on site. Hoffman will submit a schedule/plan of action to the ACHD and the City for the construction of the swale no later than the end of the day. City requested sizing calculations for the swale. Hoffman requested permission to continue dewatering to the MS4 until the swale is built. ACHD temporarily granted approval until a plan of action/schedule can be reviewed.

Today the city of Boise and ACHD conducted a confrence with John Beck And Noel Spencer from Hoffman construction. We explained the stop work order to all dewatering activities offsite. Giving them the requirements to have the stop work order removed. We explained the water quality standards of the state of Idaho DEQ with construction projects, and the requirement with their federal permit , (CGP). we eplainecd that they must report that an ilicit discharge did occur offsite into the MS4 system discharging into the Boise River through the 9th st. outfall. We also gave them a brief training on NTU levels by showing the sample jar of 10, 50, 100, and 800 NTU levels and the differnce between them regarding clarity.

At this time, the stop work order is still posted and waiting on ACHD to give the approval to pump into the MS4.

STOP WORK ORDER
Per BMC 8-17, your site is in violation for discharging of turbid water offsite into the MS4 system. No discharges are allowed offsite.
**Stop work order will be lifted once ACHD has approved thatthe discharge meets the water quality standards besed upon the water quality of the Boise Riverabove the 9th street outfall. Not to exceed 25 NTU's based upon the Boise River. Must be proven by lab results. Not visual inspections. 25 NTU's is based over a 10 day continous dewatering. As stated in the Idaho DEQ 401 "Water quality standards" for constuctoin projects.

Will re-inspect once approval from ACHD is given. At the time that dewatering activities will begin, an inspector from either ACHD or City of Boise must be present to view the discharge before become active into the MS4 system.

At time time of 08:40 am, the discharge into the storm drain inlet off of Myrtle appears to be clean. Still waiting on lab results from Strata on the first intial samples. Also waiting on ACHD to give a background NTU level for what samples must be based off of to meet the water quality standards for the state of Idaho. Due to dewatering activities occuring for a potental period of more than ten days, the turbidity cannot exceed over 20 NTU's based upon background.

Boise City was notified by ACHD of dewatering activities occurring at the JUMP project directly to the MS4 prior to plan approval. ACHD issued verbal stop work order on the dewatering activities and an on-site meeting was held with Hoffman, ACHD and Boise City ESC. Dewatering Plan submitted to ACHD same day and was approved 9/7/12.
