De-watering in progress. Water is being pumped from the surface of the stormwater ponds into the wetland to lower the pond water elevation. Water from dewatering on the east end of the project is then pumped into the storm water pond. Where there is retention time for settling.
Dewatering on the west end: The rubber filter bag was ineffective. A pond liner has been placed under the outlet pipe to prevent scour. The water sheet flowing through the wetlands into the creek on the west end and into the wetlands on the south side of the green belt. The check dams that were previously providing filtering are no longer effective due to the high waters. The main filtering method is the stormwater ponds which provide sufficient storage time to settle particiles from the dewatering on the east end of the site.
The water being discharge has low turbidity. Water entering the creek has no visible plume. The river is backing up into the wetland so no water from these discharges are reaching the river.
RP Cody continues to take turbidity measurement and sampels. The NTU readings have not exceeded regulatory limits.
Eckert Road: the water flow has decreased through the ditch on the new Eckert road since last inspection and the NTU reading have not exceeded regulatory limits

De-watering into stormwater pond from excavation wellpoints. Hi-grade and Sunroc crews onsite. Stormwater pond is being dewatered with water flowing through hose west of Warm Springs Creek and into drainage basin with ditch that flows towards Walling Creek.

Eckert Road is not yet paved and a new ditch to transport Council Springs has been dug. There is no ditch lining or check dams. Water appeared muddy and flows into a grassy wetland area adjacent from River. No plume visible in river. Silt fence installed to slow water entering the meadow area - unable to see if there is any effective treatment.

RP is going to have crews install check dams of washed rock. Will inspect to review BMP options.

SWPPP inspections are up to date and preformed after the rain event. Notes that repairs are needed for silt fence.
Dewatering occurring for utilities occurring on Eckert. All water is discharged on site into the stormwater ponds and land application to site.
Clean up is still needed for the original dewatering operation on the west site of the site. There is some sediment build up that should be cleaned. The is material and gravel that should be removed. The gravel check dams need to be removed from adjacent site. Ensure this is complete before grading is complete.

Turbidity sampling of dewatering operation conducted concurrently with CA Paving John M.

Samples of the discharge from ditch into Walling Creek wetland area were between 47-53 NTU on the City meter. Background turbidity upstream in wetland was 2-3 NTU.

In upstream drainage ditch north of Warm Springs bypass had reading of 5-7 NTU. Samples from water from the end of pipe with sediment sack were 60-63 NTU.

Discharges is currently with compliance limits. It should also be noted that meter used by CA had differing measurements but were also within compliance. They will be sampling 3x daily until operation is complete. Work will occur Saturday, no work Sunday and is scheduled to complete on Monday.

No new corrections requested. Will check in on Monday

Follow up inspection conducted at 3:30 PM on 2/27. Two earthen dams were constructed to isolate the excavation activity from the well boring for the dewatering pump. The length of pipe of the dewatering hose was extended to place pipe in more vegetation as well two section of ribbed perforated pipe wrapped in geotextile fabric to treat water at end of pipe.

The water in the ditch to the west of the site was turbid but water coming out of the end of the pump system is now clear. Running through additional vegetation should also help with sediment removal.

Will re-inspect in the 2/28 AM to check on conditions.

Dewatering activity not in compliance. No treatment or settling occuring. End of pipe sediment sock not installed properly, drawing water from muddy area next to excavation and equipment traffic. Discharge flows into existing drainagge ditch along Warm Spring bypass and then flows in Walling Creek wetland area. Turbid water observed in wetland but plume had not yet joined the stream flow heading towards Boise River.

CA Paving responded to initial correction requests and is working to improve the dewatering setup and add more controls.

No surface waters though project area, but need to be aware of Council Springs and Warm Springs Creek on both sides of project. Permit sign and SWPPP information is posted.
