Subdivsion storm drains have sediment protection installed, streets and gutters are clean. SFHs permitted seperately. Most remaining construction is along Rivernest by Blackrock Homes.

Concrete washout bin was moved away from storm drain as requested. Streets are free of trackout, some alleys have loose dust & dirt from vehicles pulling off lots. Sedimetn protection installed. No new corrections.

Main roads are clean, some dirt on alleys between lots. Site is clean, washouts still being used. Most lots have trash piles that need to be picked up. No trash spillover onto roads or sidewalks.

Parade of homes is coming to neighborhood. Workers are on site getting everything clean. Blackrock homes has no washout on foundations in north east area of site,left message with Clint. Rest of site is clean.

Hunter Homes has a new washout, didn't see one for Black Eagle or DEV. Homesites have some lumber piles that need to be cleaned. Some dirt on sidewalks, no one driving vehicles onto lots.

Over flowing concrete washout spill washout mingled with stormwater to gutter. Washout has been ordered by Hunter Homes, but appears is also being used by BlackRock Homes, both active in DHE #16

Immediate request to Hunter RP Kyle to have Treasure Valley washouts empty pan and provide new pan.

Silt fence protecting wetland is failing, fallen down in lots of places. Lots of trackout on site. Masons working on wall and cutting concrete.

Masons and landscapers are causing lots of tracking in the site. None is leaving currently.

Large disturbed area. Grader operating and no dust observed. Landscapers are out planting trees and cleaning as they go. Majority of disturbed area is below grade of roads and water is staying in place. Bog on western side is creeping past silt fence, flooded in areas below grade of hpme sites.. Will need to keep eye out as weather comes in and water rises.No trackout from site.

No dust control for screening and hauling operation occuring at DHE #16. Lots of wind blwon and equipment generated dust.

Verbal correction request to provide immediate dust control.

WIP on grading for roads, creating fill dirt, and leveling stockpiles. The drainage to the East of the site along Eckert road is revegetating.
Perimeter silt fence is in place and ok.

No dust control on site no fugitive dust during time of inspection. Will inform RP to have dust control ready.

No more dewatering is anticipated. The check dams and any other dewatering BMPs should be removed from the land west of the site.

No trackout and trash is contained.

De-watering in progress. Water is being pumped from the surface of the stormwater ponds into the wetland to lower the pond water elevation. Water from dewatering on the east end of the project is then pumped into the storm water pond. Where there is retention time for settling.
Dewatering on the west end: The rubber filter bag was ineffective. A pond liner has been placed under the outlet pipe to prevent scour. The water sheet flowing through the wetlands into the creek on the west end and into the wetlands on the south side of the green belt. The check dams that were previously providing filtering are no longer effective due to the high waters. The main filtering method is the stormwater ponds which provide sufficient storage time to settle particiles from the dewatering on the east end of the site.
The water being discharge has low turbidity. Water entering the creek has no visible plume. The river is backing up into the wetland so no water from these discharges are reaching the river.
RP Cody continues to take turbidity measurement and sampels. The NTU readings have not exceeded regulatory limits.
Eckert Road: the water flow has decreased through the ditch on the new Eckert road since last inspection and the NTU reading have not exceeded regulatory limits

WIP. Pond is very full. Silt fence ok. No corrections.

Stormwater pond excavation is complete. WIP on grading roads and digging utilities for site and Eckert rd. sections of the greenbelt have been removed for construction activity. Some trackout on to greenbelt. No trackout onto surrounding streets.
SWPPP inspections are up to date and preformed after the rain event. Notes that repairs are needed for silt fence.
Dewatering occurring for utilities occurring on Eckert. All water is discharged on site into the stormwater ponds and land application to site.
Clean up is still needed for the original dewatering operation on the west site of the site. There is some sediment build up that should be cleaned. The is material and gravel that should be removed. The gravel check dams need to be removed from adjacent site. Ensure this is complete before grading is complete.
No immediate corrections.
Activity fees hold still due.

Dewatering system for installation of stormwater ponds is now turned off. Remaining water draining into Walling Creek is clear. WIP by Higrade, who is dewatering into stormwater ponds with no offsite discharge. No violations observed, no corrections requested at this time.

Preformed turbidity testing with John from Sunrock. John will test water daily to ensure compliance with regulations.

Dewatering operation. Water entering wetland is clear. Backflow prevention added to filter bag.

Discharge is clean. Water is filtering through field then entering wetland. The rock check dam is providing adequate setting time for water before it enters wetland.

Dewatering activity not in compliance. No treatment or settling occuring. End of pipe sediment sock not installed properly, drawing water from muddy area next to excavation and equipment traffic. Discharge flows into existing drainagge ditch along Warm Spring bypass and then flows in Walling Creek wetland area. Turbid water observed in wetland but plume had not yet joined the stream flow heading towards Boise River.

Corrections requests issued:
- install check dams in drainage ditch to slow flow of water and provide some settling and sediment capture
- isolate area where pump is pulling water so that less turbid water is pulled into pump
- turn off pump to re-install end of pipe treatment BMP

CA Paving responded to initial correction requests and is working to improve the dewatering setup and add more controls.

Approximately 2 hours spent at site requesting corrections and notifying on-site coordinator. Non-compliant discharge of turbid water from construction actitivity into creek. Special investigation fee issued.

Dewatering plan that was not submitted was not implemented or inspected once flowing.

Perimeter silt fence is in tack. WIP. No muddy discharges. No trackout observed.
