SIte is now in compliance with site stabilization requirements. All disturbed areas have had a temporary tacifiier mulch applied to reduce raindrop erosion and prevent windblown dust.

BMPs have been installed to prevent erosion and runoff of sediment to the street and stormwater in locations where previous runoff has occured during rain events.
- Silt fence and wattle installations are done correctly
- Subdivision storm drains have sediment protection
- staging area access has been fenced to control traffic/prevent trackout.

Observations:
- Silt fence installed on the curve of Brian Way was undercut but did capture a lot of mud behind J hook of fence. (1)
- Runooff from block 1 lot 5 has caused some erosion on the slope above the onsite stormwater pond.(2)
- There is sediment runoff occuring at the corner of La Cuesta & Hakkasan , Block 2 lot 11 (3)
- trackout on Hakkasan and common drive originating from staging area on lots 15-16 of block 2 in the SE corner of sub. (4)

Correction requests:

1. Repair or reinstall section of silt fence. Remove accumulated mud behind J-hook. Clean up loose mud/dirt in area. Consider installing check dams or velocity controls in rill leading to this discharge point.

2. Install top of slope diversion berm or other control to prevent runoff from flowing over slope to cause erosion. Fix or reseed/tacify eroded area. Repair rip rap below stormwater outlet/clean mud out of pond. Consider installing silt fence or wattle between the disturbed revegetating slope and the stormwater pond.

3. Clean up dirt on sidewalk and street. Install perimeter sediment control on low spot of block 2 lot 11 to retain or filter runoff from this area.

4. Clean up trackout from block 2 lot 16 to Hakkasan, install construction entrance or relocate staging area to prevent trackout from this area.

Failed stormwater controls berms sent muddy water (out of range >1000 NTU)and rocks down to Teresa. Mud and dirty water pooled on Teresa, some mud has affected neighbors driveways. Runoff also carried sediment off the bare home lots.



In addition to the large armount of rain, the erosion has been caused by the bare disturbed slope area, the nearly 1 acre of area has been at grade since end of March with only tracking and stormwater control berms installed, City last notified site to hydroseed/stabilize this area to meet stabilization deadlines on April 15, which were over due at that time

.

Muddy water in stormwater ditch that flows under Warm Springs Road to stormwater retention depression, which was overflowing to undeveloped and rock piles and open area



Correction requests:
- clean up all mud, rocks, and work with neighbors to clean up their driveways.
- do maintenance on sediment bags
- schedule hydroseed/tacifier for common area on slope that had the most erosion

DIs and gutter bag check dams were maintained after onsite conference last week. New DI bag installed on east side of Teresa. One new berm was installed along the section of road that had a significant blowout.

Lots of muddy water reached the drainage ditch across Teresa and the check dams require maintenance. Concrete washout pit has been flooded and is inaccessible due to mud.

- provide schedule of next phase of construction.
- extend existing perimter controls along Teresa to have barrier along entire frontage. Recommend silt fence.
- slope interupting wattle placment should also be determined.

Dust blowing from one dozer, no dust on exposed area without activity. Site has water truck, entire site except one slope has been watered.
No trackout from site.

Wattle along warm springs, one section has been damaged. Excavator loding trucks and fill being used to lift lower area and make road. Water tank on top of site, water truck spraying site, no dust. Fuel station is in secondary containment. Rock entrance at bottom, only trackout will be from workers.

Construction entrance is installed per installation details. Crew is in progress rough grading, water truck arrived on site for dust control at time of inspection. Access road is source of dust and was dried out.

Front slope to the right of the entrance is now disturbed. Site needs to install a silt fence at toe of slope along the entrance to prevent runoff at the entrance.

Water tank is onsite for grading and dust control,filled by well onsite.
