Meeting with Sustainable Homes to review work area. Will set up staging area in center lot above the intersection and landscaped sitting area. Request to install silt fence and/or wattle on the downhill edge of this area

Core has the lots on the west side of sub. Staging area is in back corner. RP was installing initial BMPs.

Utility crew working on Warm Springs and Boven.
Boven is a muddy mess and is tracking onto Teresa.
Silt fence has been repaired and new wattle installed at La Cuesta. Largest rill was lined with poly to stop erosion. No blow outs or issues up top.
Utility crew down low is causing issues, neighbors have complained about Boven before, is a private road and they need to repair it when done.

Hillside along warm springs is vegetated and held up. Sidewalk is n, disturbed area hydroseeded. Multiple check dams in ditch, they are holding water, no rilling.
Curb crew working at Warm Springs and Teresa, Teresa is gravel by intersection.
Four tiers of silt fence installed at Brian & La Cuesta.
Some rills and undercutting. Spoke with foreman on site and they will repair. No dirt has reached road, some in channel along hill in rip rap.
All lots have been tackified and are in good condition.

WIP on Teresa intersection.

Syman Crew onsite applying tacifier mulch for site stabilization. This will satisfy a requirement of the Notice of Violation posted 5/28

Observations:
- Silt fence installed on the curve of Brian Way was undercut but did capture a lot of mud behind J hook of fence. (1)
- Runooff from block 1 lot 5 has caused some erosion on the slope above the onsite stormwater pond.(2)
- There is sediment runoff occuring at the corner of La Cuesta & Hakkasan , Block 2 lot 11 (3)
- trackout on Hakkasan and common drive originating from staging area on lots 15-16 of block 2 in the SE corner of sub. (4)

Correction requests:

1. Repair or reinstall section of silt fence. Remove accumulated mud behind J-hook. Clean up loose mud/dirt in area. Consider installing check dams or velocity controls in rill leading to this discharge point.

2. Install top of slope diversion berm or other control to prevent runoff from flowing over slope to cause erosion. Fix or reseed/tacify eroded area. Repair rip rap below stormwater outlet/clean mud out of pond. Consider installing silt fence or wattle between the disturbed revegetating slope and the stormwater pond.

3. Clean up dirt on sidewalk and street. Install perimeter sediment control on low spot of block 2 lot 11 to retain or filter runoff from this area.

4. Clean up trackout from block 2 lot 16 to Hakkasan, install construction entrance or relocate staging area to prevent trackout from this area.

Emailed inspection report to Rhett.

NOV compliance date is this Friday 6/12, but will grant 1 week extension to complete correction requests in NOV and listed above.

Clean up of streets is complete. WIP on Teresa connection to Warm Springs. Storm drain sediment bags have been maintained.

Added wattle and silt fence perimter on the section of slope that had erosion and blow out occur. SIlt fence properly installed and J-hooked.

Corrections remaining:
- clean up mud in drainage ditch.
- stabilize all disturbed area that is out of compliance with stabilization deadlines.

Failed stormwater controls berms sent muddy water (out of range >1000 NTU)and rocks down to Teresa. Mud and dirty water pooled on Teresa, some mud has affected neighbors driveways. Runoff also carried sediment off the bare home lots.



In addition to the large armount of rain, the erosion has been caused by the bare disturbed slope area, the nearly 1 acre of area has been at grade since end of March with only tracking and stormwater control berms installed, City last notified site to hydroseed/stabilize this area to meet stabilization deadlines on April 15, which were over due at that time

.

Muddy water in stormwater ditch that flows under Warm Springs Road to stormwater retention depression, which was overflowing to undeveloped and rock piles and open area



Correction requests:
- clean up all mud, rocks, and work with neighbors to clean up their driveways.
- do maintenance on sediment bags
- schedule hydroseed/tacifier for common area on slope that had the most erosion
- install silt fence on inside of curve instead of dirt berm. Dirt berms should no longer be put on any slope, only at the top of slopes
- clean mud out of the drainage ditch

Notified RP to provide schedule on hydrosdeeding and request that they hydroseed all lots. Currently only the front slopes have had revegetation implemented.

WIP on sewer pump house and will soon be working on Teresa to change the interection.

RP on site
Utility work along warm springs. Lots of tracking across street from Boven. Silt fence will need to be repaired along warm springs.
Upper section is clean. No rills or discharged. Hillside have some growth and held up well.

No failures on any hillside.
Channel to lower pond has been rock lined, pond is just a hold but is holding water. Large berms breaking up distance at corner of La Cuesta & Brian way.
All lots have been terraced, still a long straight away on eastern edge.
1 track utilities crew on site. No current issues.

No failures from rain event.
Crew on site trenching for new silt fence along Warm Springs.
Lots of mud tracked on to site in upper area. Crews are installing Basalit retaining walls terraced on lots. Crew at bottom working on entrance area, looks like they are installing sidewalk. Utilities still not clean and completed.
Areas of armored channel along road still full of dirt from utility contractor. Dirt on teresa in low spot by warm springs, look like there may still be an open trench, currently filled with water, can't tell what the depth is.

Some rilling coming from hillside towards warm springs. All dirt is being contained on site, new berms installed.
New gravel checks along road. New berms installed along road up hill in site, still a long open stretch at corner.
Utility crew not finished. Sidewalk crew on site doing prep work. Ecopan on site at end of dirt spur with no rock or type of stabalization.
Entrance at Teresa not completed.
Lots of dirt on road throughout site.

Sidewalk base preparation and placement in progress. Washout pan onsite.

Track Utilities still active, but should be done next week, at which time silt fence and other BMPs will be added.

Crews will be working on rebuilding, extending, and strengthening retention berms.

Corrections are not complete, but RP has schedule and plan to get site ready to handle more precipitation. Follow up scheduled

Met with Rhett and Jim with Granite.

Reviewed corrections:
- once Track is complete, the entire silt fence perimeter will be reinstalled
- clean/sweep road and remove debris collected in gutter.
- change out/maintain all DI bags, install new sediment bag on east side of Teresa.
- need to install additional berms and controls to prevent muddy flow occuring on the curve of the road .
- install silt fences at the intersection

Will start working on maintenance and clean up issues this week and will provide update on the rest.

Dirty runoff is being captured in an open utility trench, flowing through storm drain pipe to another trench closer to Warm Springs and when trench is full flows under Teresa towards the outlet. No flow observed beyond the first gravel check dam plase east of Teresa in the drainage ditch. Will continue to monitor closely.

Track Utilities on site. Trenching along Warm Springs and Teresa. Dirt ramps made on road to get over curbs, lots of dirt and tracking on site.
Poly has been installed along drain to pond to stop rilling.
Some runon to road at top of hill, BMPs installed have been destroyed by being ran over. Berms above still in place, ditch along road has been filled, using area as road, needs new berms at curve on road.

Post rain inspection.
Berms worked on diverting water, no rilling coming down hillsides. No undercutting of curbs.
WIp on curbing and apron at entrance.
Some rilling along pipe to storm water pond. Pond needs to be reengineered, not flowing enough. Area will be dug and riprap scheduled to be installed when fixed. No reason to fix now unless it becomes a slope issue, not flowing off site and scheduled to be rebuilt.

WIP connect sewer and water and preping Teresa and entrance to Finnis Terra for temporary asphalt.

Corrections/winterization tasks:
- Fill in missing section of slope diversion berms on top of the steep slope above entrance
- Install slope diversion berm on top of lots along the Warm Springs slope
- Hydroseed/tacify the front Warm Springs slope
- install velocity control rock check dams along the curbing on the long straight strech of road to slow down water and prevent undercutting of the curb
- At the upper end of the rip along the entrance road at bottom of slope, install controls to slow water running down slopes. Suggested silt fence or directing runoff into the riprap channel
- move portapot to location that is not in the mud so that service and workers do not cause additional track out.
- once road and sewer work is complete, sweep Teresa, clean loose dirt and rocks out of the gutter.
- check silt fence perimeter for adequate trenching; area around SWPPP sign and below the rill that formed need trenching and/or addition sediment barriers.

Follow up scheduled for end of week to check on progress.

Slope runon diversion berms not installed along full length of top of slope. Two area of upland runoff have caused formation of a good sized rill.

Additional sediment controls installed on some lots. Muddy runoff flowing into sewer manhole.

Erosion across street has seemed to have increased.

Notified RP to meet on Monday to begin corrective actions.

Site has been paved.
Sewer scheduled to be connected from warm springs up teresa next week. Curbing and paving will be extended all the way to teresa after completion.
Syman is scheduled to finish hydroseeding. One area will have a retaining wall and pump station, waiting for gas company to relocate line so work can begin.
No runoff issues at site, all lots held up. Some trench work on north east of project, installing sewer line.
Sweeper parked on site.

Steep hill above entrance has been hydroseeded. Hillside along Teresa started, no spraying done yet along Warm Springs.

Site walk through and winter stabilization conference conducted. Site is planning to complete paving with curb and gutter before Thanksgiving. Mass grading is complete, slopes have been tracked and top soil spread back on slopes

Action items/correction requests

- repair/re-install perimeter silt fence.
- extend silt fence below disturbed slope next to Teresa (up hill from subdivsion entrance)
- hydroseeding and mulch cover should be applied to all slopes ASAP. Request to order materials and seed mix to be ready
- install slope diversion berm at the top of slopes to prevent runoff from flowing over the slope
- once road is paved, and silt fence re-installed Teresa needs to be swept and the storm drain sediment bag removed to prevent clogging

Follow up on site after road paving for additional winterization controls

All current work is on seweer on Warem Springs and Teresa. Crew has hose coming from line, oily sheen running down Teresa.
Graded lots on site have no berms. no water bars or checks on any of the roads.

BMPs installed. Earthwork/re-grading and pipe work is in progress. No slope erosion or offsite sediment runoff observed. No significant trackout. No corrections at this time.

Post rainfall inspection.
Looks like storm center missed area. Rain acted as dust control, no issues.

Crews have returned to work on site. Water truck onsite for dust control. No trackout observed. No corrections, dry conditions and forecast. Will conitnue to inspect weekly.

Site preparation inspection post-SWO.

Corrections made:
- investigation and re-inspection fee paid
- construction entrance installed
- updated SWPPP/ESC site map provided
- silt fence perimeter controls installed
- stockpiles temporarily tacified
- meeting with Granite Excvation conducted at City Hall 8/19 to discuss construction schedule, BMP implementation as site progresses, and site stabilization.

SWO correction requests have been satisfied, SWO is removed. Construction activity at site is now allowed.


Correction needed:
- check that stakes in wattles installed are at least 3-4" into the ground, holding wattle firmly in place in its trench.

Silt fence placed around perimeter, no J-hooks were installed as asked.
No new construction entrance.
No water bars installed on any roads.
Wattle placed at bottom of slope on east side, no way to break flow down hill.
Few small berms installed on easter terraced lots.
Stock piles have been tackified.
No BMPs or berms on top of steep slopes above road.
Some wattle in middle section that may need to be filled,not a pond or retention.

Meeting with site stormwater team to plan for corrections.

Silt fence and wattle installation to occur Wednesday. Awaiting new site map and other corrective actions detailed in the NOV.

Went over site map with RP. Granite will be responsible until utilities completed. Syman will probably be doing BMP installation.

Corrections needed and onsite inspection with Granite SWPPP inspector scheduled for next week.

- clean up gutter on Teresa, replace storm drain sediment bag
- provide schedule of next phase of construction.
- extend existing perimter controls along Teresa to have barrier along entire frontage. Recommend silt fence.
- slope interupting wattle placment should also be determined.

Construction entrance is installed per installation details. Crew is in progress rough grading, water truck arrived on site for dust control at time of inspection. Access road is source of dust and was dried out.

Front slope to the right of the entrance is now disturbed. Site needs to install a silt fence at toe of slope along the entrance to prevent runoff at the entrance.
