Corrections discussed on each lot

Lot 1: install perimeter wattle along sidewalk and wattle at top of slope as shown on the ESC site map.

Lot 6:
- Repair water bars on private driveway to direct runoff into pond #2
- smooth out tire ruts around the curve around pond #2 that is directing water over the slope. Remove accumulated sediment behind the slope wattles.
- remove full concrete washout; provide new washout for future concrete work
- pick up loose trash in ponds
- make sure construction entrance is 50 ft as noted on ESC site plan

Lot 7-8:
- remove dumped concrete washout (reportedly from driveway work done outside of subdivision)
- make plan for using stockpiles or revegetating/stabilizing/perimeter wattle if they are to remain inactive
- roughen surface, vegetate, and/or add berms (compost?) on long sloped surface to slow down water velocity.
- install row of wattle (trenched and staked every 4-5 ft) midway on the slope between the temporary retention berm and the culdesac & access road. Area does not appear to have any revegetation occuring and will need additional application and monitoring
- at the upper end of parcel, next to pond #1, create water bar berm to make sure no runoff from the upper areas is bypassing the pond for retention.
- make plan to address erosion around the banks and armored channel inflow to pond #1.

Lot 9: make retention berm a uniform height and make sure there are no outlets to lot #10 downhill, but rather a stabilized spillway to the street.

Street:
- remove any remaining damaged gravel bag check dams. (many have already been replaced)
- clean up loose dirt collected around the storm drain and check bags around the drop inlets at Bogus Basin Road.


Operator will work on corrections over the next week. Follow up Friday 3/22.

Once corrections and modifications are made, a new ESC site map shall be submitted to ESC inspectors.

Some correction requests issued were completed as conditions allowed. NOV issued 2/13/2019 has been updated based on compliance meeting conducted 3/8, submittal of updated ESC site plan on 3/8, and onsite insepction on 3/11. Correction requests must be address by 3/22.

o Lot numbers listed on submitted map are incorrect. Please correct and resubmit. See parcel map below for correct lot numbers.
o Lot 1: Fiber rolls are not installed as indicated. Less than 70% vegetation establishment on bank, will need to be scheduled for re-application of approved seed mix. Install fiber rolls per ESC site map.
o Lot 3-4: Please identify ownership and responsibility for maintenance of existing BMPs on these lots.
o Lot 5: owned and permitted separately, see ESC18-01433 for site specific corrections
o Lot 6 (Zeke Johnson residence, see also ESC18-01455):
? full concrete washout next to private driveway needs removal and/or replacement. Placement is not indicated on site specific ESC map nor the subdivision ESC map.

? Upper pond, pond #2 is not shown on map and has some erosion from runoff from the private drive.
? Lower water bar for pond #2 needs to be rebuilt/improved to capture sheet flow from private drive.

o Lot 7:
? All inactive stockpiles on site need to be stabilized. Located near the lower end of pond #1 and next to the new seepage bed.
? Uncontained washout dumped on lot needs to be cleaned up
? Large disturbed area is compacted, no surface roughening, no vegetation. This area needs implementation of stabilization measures.
? Slope between protective berm does not have 70% vegetation established. Needs to be re-seeded and slope interrupting wattle or fiber roll installed. Armored slope drain or similar alternative should direct berm overflow into the new seepage bed added next to access road
? Erosion occurring on the banks of pond #1 inlet needs to be repaired. Windblown construction trash in pond needs to be picked up.
o Lot 8: Open space. Areas of less than 70% vegetation established observed. Needs further inspection and analysis. More berms or controls to slow runoff velocity should be implemented.
o Lot 9: Berm installed for temporary runoff retention pond needs to have a uniform height and stabilized outfall to the road. The berm has a break in it that directs flow onto the backyard of Lot 10.
o Lot 10: owned and permitted separately, see ESC18-01244 for site specific corrections
o Lot 11: Owned separately, construction plans and permits under review. Lot has a new temporary sediment basin/trench dug for managing upper runoff – who will be inspecting and monitoring this feature?
o Street and gutter: All broken gravel bags should be cleaned up and gravel re-rebagged and installed properly in gutter. Consider additional perimeter controls as alternative to broken gravel bags.
o Street should be swept at a minimum of twice a month by street sweeper.

Inspection and site conference with RP and the two SFH RPs that are in progress conducted at 10:30. Turbidity sampling conducted at site and at outfall to Crane Creek, tributary to the Boise River.


-Significant Violation: Illicit stormwater discharge due to runoff polluted with eroded sediment. On February 14th at 10:30 AM, turbidity samples taken in gutter directly below site on Winsome were above the measurement level of 1000 NTU. Crane Creek outfall discharge at 170 NTU. Visible plume in Crane Creek from outfall observed on February 13th at 4:00 PM.


-Significant Violation: Uncontained concrete washout dumped and never cleaned on lot 11, pH of runoff from was 10.8 on digital pH monitor.


-Routine Violation: Unmaintained/damaged BMPs on site. Notification given of retention berm damage on February 4th provided to Responsible Person, no effective corrective actions were implemented. No crew or RP onsite Wednesday PM during heavy rain to monitor and address issues.

-Routine Violation: ESC BMPs are not installed per the approved ESC plan

All check and diversion dams will be cleaned and rebuilt. Berms on upper lots kept rain water in place, one failed where rock wall was recently installed, rills will be fixed and berm repaired. Retaing wall above 3401 will get sand or gravel bags to act as dam until grass can be grown to act as an overflow preventative. New retention pond on old road held up and contained lots of water. Some mud around entrance from storm water overflowing on top of rock entrance. Mud and debris on bottom of road at intersection with bogus. Gutter needs to cleaned and witched hats replaced. Blocksome may be used. Will return on 4-11 to check status of repairs.

Onsite conference to discuss project schedule and BMPs to contain stormwater onsite.

Developer will build a temporary berm and stormwater retention area for the upper right (north) to contrain runoff from the disturbed area leading up to the premier view lot/terrace area. The south basin will have runoff directed to to a low lying vegetated area. The lower section drainage area will flow to a depression just inside of construction entrance. Will zone off this area with construction fencing to prevent vehicles driving through the mud.

Next 2 weeks will be building retaining walls. Late November and early December the mass grading will be completed. After mass grading site will need to be re-assessed for BMPs and slope stabilization BMPs.
