Subdivision RP has cleaned up broken gravel bag check dams from gutter, had the street swept, and conducted maintenance on the storm drain controls at Winsome & Bogus Basin.

Stormwater control berms and retention areas do not have any damage, hillside and undisturbed lots have good vegetation.

Site is in compliance, no further corrections requested.

SFHs in progress are permitted separately.

No esc issues at site. Talked to John about removing old destroyed snake bags, he is after builders who ran them over to remove them.

Hillsides are all stable, each builder is responsible for their own lot.
Gravek snake bags should be replacd, they've bben ran over so much they are all broken.

No trackout or discharges in subdivision. No sediment runoff from slopes onto sidewalk. Site vegetation has grown. Dry weather conditions.

Site needs to continue to do regular maintenance on gutter sediment check bags and sweep up broken bags as needed.

Ponds are now receiving water. Berms on lots are preventing excessive runoff. Upper lot is discharging to ponds and no longer running to road. No flooding of neighbors driveway, no mud at Bogus Basin Rd.
Rock bags will need some maintenance, people can't resist running them over.

All corrections listed in NOV and inspection request on 3/14 have been completed to reach compliance. Runoff retention and filtering/diversion has prevented more turbid discharges to lower Winsome.

Corrections/alterations needed in two locations on current plan:
- lot 7 perimeter wattle needs J- hooks or additional wattle up hill from last wattle to prevent water from channelling and running parallel to wattle and discharging near the gravel access road.
- lot 6 needs to install sediment controls on both sides of the construction entrance.

Note: lot 5 and lot 10 permitted seperately also have correction requests.

Site has been cleaned up. Stockpiles on upper lot (3535%have been reduced, new berm built to divert water into upper pond instaed of flowing all the way down. Berm built on bottom of lot (3535) as well, wattle also between berm and rock channel.

Gator guard at lot 3455 has been cleaned.

Some correction requests issued were completed as conditions allowed. NOV issued 2/13/2019 has been updated based on compliance meeting conducted 3/8, submittal of updated ESC site plan on 3/8, and onsite insepction on 3/11. Correction requests must be address by 3/22.

o Lot 1: Fiber rolls are not installed as indicated. Less than 70% vegetation establishment on bank, will need to be scheduled for re-application of approved seed mix. Install fiber rolls per ESC site map.
o Lot 3-4: Please identify ownership and responsibility for maintenance of existing BMPs on these lots.

o Lot 7:
? All inactive stockpiles on site need to be stabilized. Located near the lower end of pond #1 and next to the new seepage bed.

? Large disturbed area is compacted, no surface roughening, no vegetation. This area needs implementation of stabilization measures.
? Slope between protective berm does not have 70% vegetation established. Needs to be re-seeded and slope interrupting wattle or fiber roll installed. Armored slope drain or similar alternative should direct berm overflow into the new seepage bed added next to access road
? Erosion occurring on the banks of pond #1 inlet needs to be repaired. Windblown construction trash in pond needs to be picked up.
o Lot 8: Open space. Areas of less than 70% vegetation established observed. Needs further inspection and analysis. More berms or controls to slow runoff velocity should be implemented.
o Lot 9: Berm installed for temporary runoff retention pond needs to have a uniform height and stabilized outfall to the road. The berm has a break in it that directs flow onto the backyard of Lot 10.
o Lot 10: owned and permitted separately, see ESC18-01244 for site specific corrections
o Lot 11: Owned separately, construction plans and permits under review. Lot has a new temporary sediment basin/trench dug for managing upper runoff – who will be inspecting and monitoring this feature?
o Street and gutter: All broken gravel bags should be cleaned up and gravel re-rebagged and installed properly in gutter. Consider additional perimeter controls as alternative to broken gravel bags.
o Street should be swept at a minimum of twice a month by street sweeper.

Crews have completed earth work and check dam installation onsite to reduce amount of water and runoff velocity that will reach the temporary retaining pond at bottom of site.

- finish clean up around Winsome and BB Road storm drains.

Neighbor at 3317 Winsome below the subdivsion notified ESC Inspectors he would hold the City liable if his basement is flooded due to runoff from this site.

Follow up ESC inspection schedule to make sure RSCI is continuing work on site to increase retention of water on site, slow down runoff velocity, and allow settling to discharge clean water to gutter and not neighboring properties.

Complaint received describing muddy offsite discharge to home and to gutter.

Met with homeowner. Developer has already sent crews to clean up mess. New retaining wall is causing draining into his driveway and yard. They have pictures and videos that will be sent to me. Spoke with PW Hillside Engineer Melissa and she is going to look at wall plans.
There is some dirt in gutters down to Bogus Basin Rd. that will need to be cleaned/swept. Follow up onsite conference to be conducted 3/27

RSCI to have crew work on cleaning gutters below project today & Monday. Will have another street sweeper.

Need to widen and improve construction entrance to allow turn around for emergency vehicles. Boise Fire to also issue request to developer.

Exposed area has been tracked, few retention ponds have been built. Site is currently inactive. Some trackout at entrance.

Inlet protection has been installed on DIs on Winsome @ Bogus, as well as some sandbag check dams in gutter just above inlets.

Corrections remaining:
- sweep Winsome at entrance to site
- install more construction entrance trackout pad rock.
- block vehicle access to the stormwater retention area just beyond the construction entrance
- set schedule for installing wattles per ESC plan now that mass grading is complete

Turbid discharge occuring after precipitation. Source of muddy water is from rinsing is from trackout on Winsome at site entrance. Site appears to be retaining runoff.

Trackout observed 12/18 does not appear to have been swept. Significant violation, immediate corrections required.

Corrections:
- sweep up street and scrape mud stuck on road at entrance
- install gutter check dams within 50 m of entrance.
- inlet protection should be installed on the two basin drains on Winsome @ Bogus. Clean up any remaining mud around inlets.

Grading in progress. Lots of trackout leaving site.

Temporary onsite stormwater retention basins have beeen constructed as requested. Rock entrance is still in good condition. Some minor trackout the first 10-20 yds down Winsome. Will need sweeping this week or early next week.

Onsite conference to discuss project schedule and BMPs to contain stormwater onsite.

Developer will build a temporary berm and stormwater retention area for the upper right (north) to contrain runoff from the disturbed area leading up to the premier view lot/terrace area. The south basin will have runoff directed to to a low lying vegetated area. The lower section drainage area will flow to a depression just inside of construction entrance. Will zone off this area with construction fencing to prevent vehicles driving through the mud.

Next 2 weeks will be building retaining walls. Late November and early December the mass grading will be completed. After mass grading site will need to be re-assessed for BMPs and slope stabilization BMPs.

Construction entrance destroyed and never repaired. Utility trench never patched. Mud and trackout leaving site and going down the road.

Construction entrance installed last week. Further earthwork to resume as well as utilities.

Notified RP of stabilization requirements.

Inspection on 9/19 , no significant work occuring. Crew building retaining wall at top of Hollow not onsite. Need to have onsite conference with RP about improved construction entrance, more silt fence at bottom of site, and temporary stormwater retention and settling basins onsite.
