North side along greenbelt is now all landscaped. All materials have been removed from southern edge of property.

Corrections have been made at site to address trash and material containment issues.

-Dumpster now has tarp to cover during nights and weekends when site is inactive.
- Straw wattles have been installed around perimeter that is disturbed and in process of being landscaped.

- pick up staging area below south building around muddy tracks and stockpile.

Site walk around inspection conducted:

- loose construction trash visible around perimeter of site in vegetation along Walling Creek. Some foam board pieces observed in creek.
- loose trash blown under Parkcenter Bridge in MA Williams Park.
- signifcant amout of dog poop along pathway (presumably from new Arboretum tennants). Will give notice to facility managment.
- trash log sheet that was required due to previous issues at site had not been signed since the week of Feb. 11-17th

No trackout or runoff observed from site.

Verbal Correction to project manager Sean and Pentalon crew member Jeff to immediately have trash pick up walk around the site and along the banks and to remember to complete trash log sign off sheet.

landscaping crews will be onsite this week to do landscaping behind the completed building and Greenbelt. Notified project manager that no stockpiling allowed on Greenbelt path. Landscaping crews will rake and clean shoulders to remove white foam bits.

Written correction notice issued to on-site supervisor Shaun:

-24 hour compliance request to pick up all visible loose trash and construction debris along pathway and vegetation and inside of project fencing. Net out any floatables seen in water. If fail, potential SWO or other enforcement.

- 48 hours compliance deadline to pick up all loose debris and litter within site staging area.

- designate a smoking area with trash can, pick up all butts around site

Building 3 is now complete with ESC permit finaled. Parking lot for Arboretum now paved and stormwater facilities connected. Concrete washout onsite for remaining work occuring on building 1 and 2. No trackout or discharges. Inspected 11/27 PM. 3 open ESC permits at Arboretum (site, bldg 1, bldg 2)

Talked to super, he will take care of loose garbage and the knocked over wash tub.

Silt fence looks to be recently fixed. Still a few minor holes but okay for now. Green belt is cleaned. No track out or discharge. Trash is mostly contained. Okay for now keep an eye on this for future inspections. Staging area has been cleaned up. Liner is placed under mixer. Okay to pass.

Flooding due to Suez water leak. Site SW infiltration system not yet complete. Areas of the site are under standing water. Working on dewatering plan and containing the sediment from runoff. Currently no water is discharging to the River or walling creek. Water is ponding in grassy area near greenbelt and in onsite swale which is currently overtopping. Check in on mixer contaiment and ecopan clean up (full of water).

Trash not adequately picked up as requested 11/23.

Vertical construction in progress at Arboretum project. 3 seperate buildings with 3 ESC permits, and the main site ESC permit issued for grading and utilitiy installation. See ESC16-00435, 436, 437.

Silt fence perimeter is in tact, no breaches or sediment runoff to Greenbelt path. No trackout from site, designated parking for the 60+ employees is across street to limit traffic. MS4 inlets on both sides of road have filter bags installed with good capacity remaining. Trash and materials contained on site. Concrete washout bins in several locations provided.

Observed pollution prevention on site with secondary containment storage for concrete form oils, diesal gas containers, and spill pans under neath porta-pots.

No immediate corrections issued but will request that straw wattle utilized in dewatering operation along Walling Creek bank area east of lift station should be removed.

WIP on installing stormwater retention pit underground. No pumping of groundwater has been observed at time of inspection and surface water has now re-infiltrated into the ground.

Sediment bags were changed out as requested and rock construction entrance installed. No discharges from site and perimeter has been cleaned of all mud. Grass seems to recovered well from the dewatering operation, will check with Parks n Rec to see if their conditions were satisfied.

No corrections issued at this time, WIP.

Dewatering still in progress. Water discharging into designated area per plan. No observable impact to water quality in Walling Creek. No visible plume in Boise River where Walling Creek enters.

Flow at outlet is clear and free of any odors. Water flowing through vegetated buffer zone with some force dissipation.

Crew hopes to complete work and dewatering today.

Corrections requested while onsite:
- sweep up gutter at entrance and do maintenance the two MS4 filter bags that received discharge from the operation.
- take turbidity samples up and downstream of discharge for records
- repair rip in sediment bag on the hose if dewatering is to continue tomorrow.

Dewatering plan is satisfactory with pump rates, settling basin volume, and filter bag specification provided in detail. Portable 700 GPM pump will be used pump water at excavation point into trench used for settling and to transport water away from excavation. Water in this trench is to overflow into grassy area and infiltrate.

Two stationary 1000 GPM, 4 " pumps will be utilized to lower groundwater away from active work in trench. The groundwater will first be put into a purge basin to capture the more sediment laden water associated with starting the process. Once water has cleared/purge pond is full water will be pumped to the grassy area between the the sewer lift station and Parkcenter, being treated by dewatering bags and then passing through grassy area until flowing through bank vegetation.

ESC inspector to be onsite prior to starting pumping to check that plan has been implemented as stated in the plan.

This plan does not waive requirements of CGP or City of Boise ESC permit conditions.

check for corrective actions on dewatering failure at site. Check that Greenbelt has been cleaned up

Greenbelt path between site and Walling Creek has been scraped and cleaned up as requested. Water no longer flowing over Greenbelt or under Parkcenter Bridge to M. Willimans Park pond. Some water still ponding on grass and path between road and project that connects the sidewalk to the Greenbelt.

Project management decided to cease groundwater pumping and sewer/water line work until a plan to come into compliance is formulated and approved.

Project is in coordination with Boise Parks & Recreation to repair damage to grass and park property.

Requested that site submit ESC variance/modification documenting dewatering plan, treatment methods, and paperwork documenting agreement to repair damages incurred to the City property.

Dewatering for sewer installation is in progress. Water from initial pumping has stayed on site within the bermed area and appears to be infiltrating at a decent rate.

There is a slight flow through vegetated strip, silt fence, and across the Greenbelt path. The water looks clear and does not appeart to be reaching Walling Creek. I recommended that water be directed instead to the large grassy area to the south of the site in between project and River. Jim with Cougar agreed and will work on that.
